Three framework agreements will be signed:
The procurement is split into three sub-contracts for the best possible coverage of needs and competition.

For national freight, the primary need is express dispatch of documents and dispatches of 0-30 kg, but larger and heavier dispatches can occur. Based on available information, it appears that the main quantity of national freight will be to/from Bergen, Trondheim and Tromsø.

Beskrivelse av fornyelser:
The framework agreement period will be 2 years. The contracting authority will have an option to
extend the framework agreement for a further 2 years/1+1, to a maximum of 4 years. The framework agreement
will be automatically extended for a period of 1 year at a time, unless the contracting authority gives written notification
otherwise at the latest 3 months before the current contract period expires.

For international freight, the primary need is express dispatch of documents and dispatches of 0-30 kg, but larger and heavier dispatches can occur. Based on available information, it appears that the main quantity of international freight will be to/from Europe and the USA.

Both sub-contracts 2 and 3 will require forwarding services in the form of customs, import and export processing, as well as consultancy services/assistance/guidance/quality assurance.

Kort beskrivelse:
For special freight, the primary freight need is for temperature sensitive biological samples and materials that must be temperature regulated and monitored (for example with the help of dry ice). Many of these samples are used in research and can be considered irreplaceable as they are biological samples from people and animals, where it can be difficult or impossible to obtain equivalent samples if they are damaged or lost. Therefore, there are very high expectations of the special freight service provider. It is vital that the tenderer has good control routines so that errors are avoided. These can be wrong dispatches, returns due to errors, temperature errors, or for example, a lack of dry ice refill that can result on damage to the dispatch, or that it is whilst under the responsibility of the transporter.

Justification for cancellation
We see that the price sheet can be misunderstood, and that several weaknesses and errors have been revealed in the price sheet for sub-contract 3.
We want to correct the price sheets, but as this will result in a significant alteration, we must cancel the contest, revise the documents and call for a new tender contest as soon as possible. The justification for cancelling the tender contest is that the alterations that are necessary to carry out a fair evaluation of the award criterion price will be of a significant nature, cf. PPR § 14-2 (1). Uio [the University of Oslo] therefore believes that there are justifiable reasons for cancelling the tender contest, Cf. PPR § 10-4 (1). Incidentally, it has been a brief time since the tender contest was published.
PPR § 10-4 (1): The Contracting Authority can cancel the contest with immediate effect if there is a justifiable reason present.
PPR § 14-2 (1) Before the tender deadline expires the contracting authority can make corrections, supplements and alterations to the tender documentation that are not significant. Such corrections, supplements and alterations will be sent immediately to all suppliers who have received the tender documentation.
A new tender contest will be published as soon as possible. We envisage that the contest will be published by approx. 2 weeks.
