The contracting authority will determine who has the authority to make call-offs and bind the contracting authority for assignments under the framework agreement. Call-offs and orders placed by others than those with the authority to do so will not be binding for the contracting authority. Normally this type of authorisation can be given to all departments in the Norwegian Defence Estates Agency organisation or to the Norwegian Armed Forces' lessees.

The objective of the framework agreement
The purpose of the framework agreements is to cover the Norwegian Defence Estates Agency's need for:
- Services related to operation, maintenance and new procurements of electrical installations for the mentioned areas. The framework agreement includes, among other things, the supply of the following services:
- Replacements
- Installation of new electrical technical systems
- Preventive maintenance
- Service contract
- Emergency assignments, i.a. in connection with power failure
- Improvements
- Alterations of electrical installations, etc.
- Internal controls
- Analyses and measuring
- Measurements for reducing energy consumption
- Contingency agreement according to specified terms based on price level in the framework agreement. Further information on the performance, low-voltage power plant: The framework agreement shall primarily apply to hourly services as well as electrical equipment and materials for operating services, service, maintenance and new installations.

The assignments under the framework agreements will be based on the Norwegian Defence Estates Agency's contract terms in accordance with NS8407 and the dominant form of settlement will be work based on a cost-plus basis and derived fixed price based on the framework agreement's price level with requirements for execution based on NS3420.

It will be relevant to provide services for all electrical installations and systems as specified in the building parts table, NS 3451, with limitations listed below.
For later call-offs for services, all relevant chapters in NS 3420 will be the subject of the framework agreement, with the restrictions named below where a number of services are provided through other framework agreements.
Users of the framework agreements, estimated quantities and scope: Users of the framework agreements will be maintenance and operating departments in the Norwegian Defence Estates Agency's property management.
The Property management's turnover for each contest area is limited to the annual maximum value:
Contest area A, Bergen: NOK 25 million including VAT.
Contest area B, Stavanger: NOK 20 million including VAT.
The scope to which this applies is difficult to estimate accurately. The need will basically be for smaller projects / measures that naturally belong to operation and maintenance.
The framework agreement's price lists state the expected quantities and scope. These volumes are based on approximate assessments. The need for services can vary considerably from year to year, however, based both on need and maintenance budgets. The volumes are therefor only an estimate that is not binding for the Norwegian Defence Estates Agency, neither can it be asserted as a basis for a remuneration adjustment or other financial compensations.

After this, the total publication value is estimated upwards to NOK 150 million excluding VAT for the entire possible framework agreement period of 4 calendar years.

Beskrivelse av opsjoner:
The framework agreements will be valid for 2 (two) calendar years after the contract is signed, with an option to extend for up to (1) one year plus (1) one year, a maximum of 4 (four) calendar years.
If the framework agreement will have a longer duration than two years, the contract must be extended in writing by the contracting authority at the latest before the expiry date of the framework agreement.
