The contracting authority plans to enter into parallel framework agreements with three different tenderers per lots. The framework agreement must include construction management assignments and consulting assignments for building contracts, construction works, as well as the development of infrastructure in the ground (e.g. an underground waste collection system). The SØK (the Responsible Applicant) role is related to sub-assignments such as consultancy and the Safety, Health and Work environment role is mainly connected to sub-assignments for the construction manager. The construction manager assignments and consultancy assignments will include several contract types.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tax and VAT: The certificate must not be more than 6 months from the deadline for receipt of tenders. Foreign tenderers must present certificates from equivalent authorities to the Norwegian ones.
The tenderer must be a legally established company: Norwegian tenderer: Company registration certificate.
Foreign tenderers: Registration certificate in a professional register as determined by the legislation in the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer must have sufficient economic and financial capacity to fulfil the contract.
• A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide credit information services.
• The contracting authority reserves the right to carry out a credit assessment. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
• If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable. This must be described in the mentioned field in the ESPD form.

The tenderer must as a minimum be credit worthy.
Tenderers who have significant remarks / specifications from the auditor regarding their credit assessment may be rejected from the tender contest. Significant remarks / specifications are in this context defined as violation of Norwegian law, etc.
Teknisk og faglig kapasitet:
The tenderer must have sufficient relevant experience to carry out the assignments in the framework agreement.
Minste nivå(er) av standarder:
Sub-assignment 1: The requirement is considered fulfilled if the tenderer during the last five years has completed a minimum of three Safety, Health and Work environment assignments where the contract value for each contract assignment must have been at least NOK 50 million excluding VAT. At least one of these three assignments must apply to a building contract. At least one of these three assignments must apply to an infrastructure project.

Sub assignment 2: The requirement is considered fulfilled if the tenderer during the last five years has completed a minimum of three consultancy assignments and minimum three SØK assignments where the contract value for each construction assignment must have been at least NOK 50 million excluding VAT. At least one of these three assignments must apply to a building contract. At least one of these three assignments must apply to an infrastructure project.
