Digitaliseringsdirektoratet [the Norwegian Digitalisation Agency] needs to enter into a framework agreement with a distributor for the purchase of licenses, software and services from Microsoft.
Distributor must offer:
- Ordering and follow-up of licences on behalf of Digdir
- Consultancy services connected to license terms and clarification of whether Digdir is compliant
- Through-invoicing on behalf of Microsoft.

The aim of the framework agreement is to achieve competitive provisions, get a prioritised channel to Microsoft, good procedures for ordering and invoicing and guidance/consultancy services
Duration:
Three years with an option to extend for one year.

Estimated contract value:

Between NOK 70 million - NOK 120 million excluding VAT. The estimate is based on previous consumption and anticipated future consumption. The largest part of the estimate is connected to use of Azure in Digidr’s national joint solutions. The estimate is also based on uncertainty around use of cloud services due to Schrems II. The estimate does not involve a purchasing obligation for Digdir.

Egnethet til å utøve yrkesvirksomheten:

The tenderer must be a legally established company. Norwegian companies: Company registration certificate. Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling: Tenderers must have sufficient financial strength to fulfil the contract.
Minste nivå(er) av standarder:

Creditworthiness with no requirement for collateral will be sufficient to meet the requirement. Documentation Requirement: Tenderers must enclose a credit rating. The credit report must be based on the last known accounting figures. The credit assessment must be a credit rating, (including a credit rating, part judgement and historical rating), and it must be carried out by a publicly approved credit institution. The credit score must not be lower than A (creditworthy) or equivalent if a different form of score is used (numbers). Tenderers with a rating lower than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be qualified. Recently established Providers shall not have a score lower than AN (worthy of credit, recently established companies) or equivalent if a different form of score is used (assessment of figures).

Tenderers must have relevant experience with equivalent deliveries. Documentation requirement: An overview of three to five relevant deliveries in the last five years. The overview must contain the following information: Name of customer, date, brief description of the delivery and scope/value of the delivery.
