Strand kommune

Strand municipality shall enter into a 2 year framework agreement with option for 1+1 year extension for surveying landed properties and the implementation of surveying service. Strand municipality executes approx. 2 surveying services per week and Hjelmeland municipality executes approx. once a week. However, the scope will vary based on the number of applications submitted to the municipalities.
The estimated value of the agreement is NOK 5.6 million. excluding VAT over a four year period.
The value is a guideline and shall not represent any obligations for the municipalities nor give the tenderer any rights.

Strand municipality shall enter into a 2 year framework agreement with option for 1+1 year extension for surveying landed properties and the implementation of surveying service. Strand municipality executes approx. 2 surveying services per week and Hjelmeland municipality executes approx. once a week. However, the scope will vary based on the number of applications submitted to the municipalities. Strand municipality shall facilitate the implementation of the surveying service, including submitting notifications thereof. For Hjelmeland municipality this shall be executed by the tenderer. The municipalities are responsible for preparing cadastral registers from the received survey data and submit notifications to Statens kartverk [the Norwegian Mapping Authority].

Sub-providers are not allowed in this framework agreement.

Egnethet til å utøve yrkesvirksomheten:

Registration in a trade register or a company register: Tenderers must be registered in a company register or a trade register in the country where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Tax certificates: Tenderers must submit a VAT certificate and a tax certificate. This only applies if the tenderer is Norwegian. The tax certificate must not be older than six months old at the deadline for submitting a request for participation in the competition or tender.

Financial key figures: Regarding financial key figures specified in the notice or in the procurement documents, the tenderer declares that the actual value (s) of the key figure (s) requested are:

Minste nivå(er) av standarder:

Tenderers must have sufficient financial capacity to carry out the assignment/contract. Good solidity is required. The minimum score acceptable is 'satisfactory' within two of the following criteria: liquidity, profitability and solvency, cf. Proff Forvalt's ranking and/or minimum B on the analysis Probability of Bankruptcy. The contracting authority will control this information itself. The tenderer does not need to submit documentation. If a tenderer knows that the requirement for economic ability to execute the contract cannot be met via the credit information as specified above, this can be compensated for with a parent company guarantee or bank guarantee or other documentation that the contracting authority can approve.

During the reference period, the has carried out the following deliveries of goods in relation surveying affairs. Strand and Hjelmeland municipalities require a minimum of three years of experience from similar assignments. This shall be documented by presenting references from contracting authorities.
