Oslo kommune v/ Oslobygg KF

Oslo municipality, c/o Oslobygg KF (OBF) shall enter into a framework agreement with one supplier for service and maintenance with additional consulting – technical bathing installations/facilities. OBF currently has a portfolio of 12 sports and public pools and 7 school pools. Several new bathing facilities are planned for completion in the coming years. The portfolio will be dynamic and bathing facilities can be removed or added as needed. The framework agreement covers bathing installations/facilities in the contractor's portfolio. As per signing of the contract the school pools will not be included in the assignment. The framework agreement is not exclusive. As a general rule, the framework agreement does not cover projects related to the construction of new facilities or refurbishments. New or refurbished assets may be added to the portfolio.

Oslo municipality, c/o Oslobygg KF (OBF) shall enter into a framework agreement with one supplier for service and maintenance with additional consulting – technical bathing installations/facilities.
The framework agreement covers bathing installations/facilities in the contractor's portfolio. The current portfolio includes 7 school pools. As per signing of the contract these will not be included in the assignment. However, these could be incorporated into the framework agreement during the contract period. The framework agreement is not exclusive. As a general rule, the framework agreement does not cover projects related to the construction of new facilities or refurbishments. New or refurbished assets may be added to the portfolio. The anticipated value of the framework agreement is assumed to be up to NOK 5 million per year, with an estimated total value of up to NOK 20 million over 4 years. To allow for unforeseen circumstances, a ceiling for the use of the framework agreement of NOK 30 million is set for the entire period of the framework agreement.

Documentation requirement:
• Credit evaluation/rating, not older than six months, based on the last known accounting figures. The contracting authority reserves the right to obtain credit evaluations.

Teknisk og faglig kapasitet:
Requirement:
Tenderers must have sufficient capacity and implementation ability to fulfil the contract.
Documentation requirement:
A description of the tenderer's technical personnel and technical units that the tenderer has at his disposition to fulfil the contract, regardless of whether they belong to the company or not.
The requirement can be documented with a competence matrix or organisation chart.
Tenderers must have sufficient experience from equivalent assignments/installations. Experience from equivalent framework agreements is not required. However, the supplier must have experience in carrying out service and maintenance of technical bathing installations, including expertise in installations with sand filtration, ultra-filtration and water recycling (i.e. expertise in all the three areas mentioned)

An overview of the most important work carried out by the supplier over the last three years; including information on value, date and customer: the 3-5 most relevant assignments.
Tenderers must have a quality assurance system suited to the content of the contract.
- Tenderers must present a description/documentation of their quality assurance measures. This can be the tenderer's own description of such measures, or a presentation of the management system/quality assurance system; including procedures and check lists for the services offered in the contract, as well as documentation and follow-up of deviations. (Up to approx. 2 pages)

Alternatively it is sufficient that a tenderer submits a certificate pertaining to the company’s quality management system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001, EMAS.

Tenderers must have a satisfactory environmental management system suited to the content of the contract.
Tenderers must present a description/documentation of the tenderer’s environmental management measures/system.
The description must include procedures and check-lists for the services offered in the contract, that show satisfactory environmental management of the deliveries/services.
Tenderers must document that the system is regularly reviewed, and that they have an active system for deviation management and improvements. (Up to approx. 2 pages.)
Alternatively it is sufficient that a tenderer presents a certificate of Eco-Lighthouse certification, ISO14001 or equivalent.
