Oslo kommune v/ Oslobygg KF

Oslobygg KF would like to enter into a framework agreement with one tenderer for the service and maintenance of on/off cooling and heat pump installations; also including associated consultancy services. The contracting authority's portfolio in the area includes ice installations of varying degrees and sizes, as well as some other installations. The framework agreement will at first cover the installations that are included in the contracting authority's portfolio at any one time. The portfolio consists of, amongst other things, CO2, freon, and ammoniac installations. The assignment will consist of both ad-hoc acute assignments and planned annual service reviews of the installations. The expected value of the framework agreement is estimated to be NOK 3 million - NOK 5 million a year. Conditions can appear in the framework agreement that can lead to further use of the framework agreement; total up to NOK 30 million for the four-year period. The estimate is very uncertain as it depends on the ongoing need as well as annual grants.

Requirement connected to the tenderer's technical and professional qualifications:
Requirement:
Tenderers must have sufficient capacity and implementation ability to fulfil the contract.
Documentation requirement:
A description of the tenderer's technical personnel and technical units that the tenderer has at his disposition to fulfil the contract, regardless of whether they belong to the company or not.
The requirement can be documented with a competence matrix or organisation chart.
Tenderers must have good competence and experience from equivalent assignments. Experience from equivalent framework agreements is not required. However tenderers must have experience from the execution of relevant individual assignments for cooling and heat pump installations; including competence in both freon installations, CO2 installations, and ammoniac installations, (i.e., competence in all of the three mentioned types of installations).

Requirement regarding the tenderer's quality management system:
Tnderers must have a quality assurance system suited to the content of the contract.
• Tenderers must present a description of their quality assurance measures. This can be the tenderer's own description of such measures, or a presentation of the management system/quality assurance system; including procedures and check lists for the services offered in the contract, as well as documentation and follow-up of deviations.

Alternatively it is sufficient that a tenderer submits a certificate pertaining to the company’s quality management system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001 or equivalent.

Requirement regarding the tenderer’s environmental management system:
Tenderers must have a satisfactory environmental management system suited to the content of the contract.
Tenderers must present a description of the tenderer’s environmental management measures/system.
The description must include procedures and check-lists for the services offered in the contract, that show satisfactory environmental management of the deliveries/services.
Tenderers must document that the system is regularly reviewed, and that they have an active system for deviation management and improvements.
Alternatively it is sufficient that a tenderer presents a certificate of, for example, the Eco-Lighthouse scheme certification, ISO14001, EMAS.
