Framework agreement R01229 Construction management for maintenance facilities with quay installations for new submarines

The Norwegian Defence Estates Agency

The Norwegian Defence Estates Agency needs support for various assignments within construction management in the project portfolio EBA for new submarines.
The contract is for assignments belonging to EBA for new submarines at Haakonsvern, Bergen. The division into sub-projects is as follows:
- Quay, including rock hall
- Maintenance and administration building
- Fixtures (workshop material, stores, office/furniture, ICT)
- Other measures at Haakonsvern. The quay and maintenance facilities, including fixtures, must be completed by 4th quarter of 2028. The final completion date for 'other measures at Haakonsvern' is still to be clarified. The execution assignments can be adjusted, as the measures will be governed by subsidies from the annual resources. Tenderers must offer concrete named persons who will carry out the assignments under the framework agreement for some of the selected service categories as part of the framework agreement contest. In these categories the Norwegian Defence Estates Agency will prioritise hourly rates and the quality/competence of the offered personnel.
The framework agreement covers both construction management and ITB management. The construction management will cover all necessary trades, e.g.,
- Main construction management with coordination responsibility
- Site engineering, such as:

-- Blasting
-- Underwater work
-- Concrete structures
- Technical trades, such as:
-- HVAC and sanitation
-- Electrical
-- Automation
-- Electronic security
- ITB-responsibility
- Constructional engineering trades, such as

-- Locks and fittings
- Ground work, foundations, and infrastructure
- HSE:
Competence will be required in the follow-up of both NS3420 and process code.

Tenderers must be a legally registered company.
Documentation:
Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Tenderer’s credit rating, not older than six months when calculated from the expiry of the application deadline. Requirement:
Tenderers (as a company) shall have very good competence within assignments of an equivalent nature, extent and complexity.
Documentation:
A list of the five most important, relevant deliveries or services performed (limited to the last five years). The list must, amongst other things, highlight the tenderer's role in the reference project, along with the value, dates and the name of the public or private recipient. Please use the form in annex 4.
