Point IV.1.3 states that the planned maximum number of tenderers is 10. This has been filled in as it is obligatory to use a numerical value as the maximum number. A framework agreement will be signed with at least three tenderers. The contracting authority reserves the right to enter into a framework agreement with less than three tenderers if the number of tenderers or acceptable tenders is less than this. There is no upper limit for how many tenderers a framework agreement will be signed with, but the contracting authority will attempt to achieve good security of supplies at Statnett's locations in different parts of Norway when deciding how many tenderers are required for the framework agreement.

Tenderers must be a legally established company.
Documentation: Certificate from the Register of Business Enterprises or equivalent certificate of legal registration in a professional register in the country where the tenderer is established.

A copy of the credit rating:
The credit rating must not be older than 3 months. A definition of the symbols that the credit rating institution uses must be enclosed so that Statnett SF can assess different ratings against each other.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
Requirement:
Tenderers must have and practice a well-functioning environmental management system certified according to ISO 14001:2015, EMAS, Eco-lighthouse or other recognised environmental management systems in regulation no. 1221/2009 article 45, and other environmental management standards that are based on relevant European or international standards from accredited bodies.

Tenderers who are unable to obtain the named certificates within the deadlines given in the tender documentation, cf. FYF § 12-2 third section, must document equivalent well-functioning environmental management measures equal to the requested systems.

Documentation: The tenderer must present a certificate documenting certification in accordance with ISO 14001:2015, EMAS, Eco-lighthouse or equivalent certificates issued by bodies in other EEA states.
Other documentation of equivalent environmental management measures will be accepted if the tenderer has not had the opportunity to obtain the named certificates within the deadlines given in this tender documentation. The assumption is that this is not the tenderer’ fault, and that the tenderer documents measures equivalent to the requested environmental management systems, or the standards.
