Framework agreement - fuel from pump station with card payment

The procurement will cover Sirkula IKS' need to procure fuel from pump stations with a fuel card in Sirkula IKS' main area for operations, in the Østlandet region as well as on a national basis.
The scope of the procurement is estimated to be NOK 1,300,000 excluding VAT a year, a total of NOK 5,200,000 excluding VAT over the four-year contract period including options.
Due to any changes in the budget, or any increased fuel prices in the contract period, or any increased need for internal transport at the contracting authority, etc., in the contract period, an upper limit has been set for call-offs under the framework agreement of NOK 8,500,000 excluding VAT.
The contracting authority will enter into a framework agreement with 1 tenderer.
The framework agreement period will be minimum 2 years from 11.05.2022. The contracting authority will have the unilateral right to extend the framework agreement on the same terms for an additional 2 years. Triggering of options will occur with intervals of one year + one year.

The estimate is made according to the contracting authority's best judgement, and does not represent any contractual obligations. The contracting authority is only obliged to procure at each individual call-off.

The contracting authority reserves the right to use other contracts to cover the need for fuel if the contracting authority deems it appropriate, but the framework agreement will be the main delivery of fuel from pump stations with card payments for the contracting authority.

Teknisk og faglig kapasitet:

(1) Qualification requirement: Tenderers must have good experience from comparable assignments.

Documentation requirement: An overview of three of the tenderer's primary assignments with comparable value during the last three years. The overview should at least contain the following information: Project name; Description of the project relevance to this contest; The tenderer's task/role in the project; The assignment's contract value excluding VAT.; Contracting authority, with contact information of the reference person (name, telephone number and email address); Start-up date and completion date (year)/if not completed, the current phase of the project; Other relevant elements for this contract. It is the tenderer's responsibility to document the relevance in its description. A tenderer can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another service provider.

(2) Qualification requirement: Tenderers must have a good quality assurance system.

Documentation Requirement: A description of the tenderer's quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or equivalent standard, it is sufficient to present a copy of a valid certificate.

(3) Qualification requirement: Tenderers must have a good environmental management system.

Documentation Requirement: A description of the tenderer's environmental management system. If a tenderer is certified in accordance with ISO 14001, Eco-lighthouse or equivalent standard, it is sufficient to present a copy of a valid certificate.
