The background for the procurement is that the county social welfare boards for Child Welfare and Social Affairs need a comprehensive digitisation of the courtrooms / meeting rooms of the county social welfare boards. Meeting room is defined as all rooms where one has negotiation meetings and a conversation process. We want a system where sound and image are digitised in all meeting rooms, and that it becomes possible to hold paperless meetings.

The supereminent objectives of the project are:
• Update of digital equipment in all meeting rooms (complete digitisation)
• Facilitating paperless meetings
The principles of the procurement are:
• The contracting authority aims to upgrade all relevant meeting rooms at all counties social welfare boards as quickly as possible, so that the entire organisation has access to the same technology and equipment
• All employees must work according to the same routines (on the same equipment), so that they can have the opportunity to work across units (case help).
• All employees shall use the technical equipment / system
• Negotiation meetings shall be paperless
The procurement has the following goals, deliveries for digital meeting rooms:
• Control board with software for managing technical equipment
• System for speakers and microphones adapted to the size of meeting rooms
• System/equipment for video/telephone conference system
• System for interpreting equipment
• Security systems for a comprehensive solution
• Other technical equipment for connecting / switching
• Cabling and installation of the delivered equipment
• Service and maintenance of the delivered equipment

The legal basis for the cancellation is PPR § 25-4 (1), stating that the contracting authority can cancel the contest with immediate effect if there is justifiable reason. Justifiable reason for cancellation is lack of competition. The counties social welfare boards have only received one valid application for qualification to the tender contest. The Court of Justice of the European Union and KOFA [the Complaints Board for Public Procurement] has determined that lack of competition constitutes a justifiable reason for cancellation, see among other things the KOFA cases 2010/171, 2014/40 and 2019/630.
