Lillestrøm Municipality would like enter into a framework agreement for the delivery of toys, games, and art materials.
The participating municipalities are Lillestrøm Municipality and Rælingen Municipality.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must have the financial and economic capacity that the contract requires.
Documentation: Tenderers must, if requested by the contracting authority, substantiate this by submitting extracts from the company's annual accounts for 2020 and the auditor's audit report. If this has not been completed, the tenderer must attach the company's financial statements for 2019 and the auditor's report.

Companies that cannot fulfil the requirement for extracts of Annual Financial Statements, may alternatively submit the business plan with the overall plan for funding.
During assessment of the tenderer's financial and economic position, the contracting authority will collect a credit evaluation from Dun & Bradstreet Norge AS.

Teknisk og faglig kapasitet:
1. Experience from equivalent assignments.
Requirement: The tenderer shall have experience from minimum 3 equivalent deliveries. Equivalent experience is in this context defined as equivalent product / service/value/scope/nature to a contracting authority of almost the same scope as this agreement.

Documentation: The tenderer shall, upon request, substantiate this by providing a list of the most important relevant deliveries in the past three years, including information on why the reference is considered relevant, the time, value and the contracting authority.

2. Quality assurance system.
Requirement: Tenderers must have an established quality assurance system.
Documentation: Tenderers must document this by presenting a description of approx. 1 A4 page on their quality assurance system. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

3. Environmental management system
Requirement: Tenderers must have an environmental management system.
Documentation: Tenderers must document this by presenting a description of approx. 1 A4 page on their environmental management system. If a tenderer is certified in accordance with ISO 14001, Eco-lighthouse, EMAS, or equivalent standard, it is sufficient to present a copy of a valid certificate.

4. Recycling scheme for packaging.
Requirement: Tenderers must be a member of a recycling scheme for packaging.
Documentation: Tenderers must, if requested by the contracting authority, document this by presenting a copy of membership in a recycling scheme for packaging, for example, Grønt punkt, or similar.
