Kort beskrivelse:
The purpose of the procurement is to establish the conditions to meet the Contracting Authority's needs for cost-effective procurement of facilities services.
Facilities services for Innovasjon Norge’s head office are currently provided by several different suppliers. In connection with the move of head office from Akersgata to Grev Wedels Plass 9, at the turn of the year 2022-23, IN is considering merging many of these services into a single procurement.

The monitoring of property services at head office is currently administered internally at Innovasjon Norge. A supplier is needed to assist with these tasks.
The services are described in detail in Annex 1 Overall assignment description, Annex 1A Coffee and water machines, Annex 1B Cleaning plus annexes, Annex 1C Operative operations management, Annex 1D Flower and Plant care, Annex 1E Reception services (option). Annex 1F Office supplies (option for all IN offices in Norway). There may also be a need for dedicated services in GW9.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company
Norwegian companies: Company registration certificate
Foreign companies: Verification that the company is registered in a trade or business register in accordance with the national requirements in the country where the tenderer is established. Documented through the reply in the ESPD.
Tenderers must have their tax and VAT payments in order.
Documentation requirement: Tax and VAT certificate.
The certificate must not be older than 6 months from the tender deadline.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities. Documented through the reply in the ESPD.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient financial capacity to fulfil the contract.
Documentation requirement: A credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
The rating must not be more than 3 months old from the tender deadline, and it must be based on the last known fiscal figures. The credit rating should be uploaded as a separate document in Mercell.
The Contracting Authority reserves the right to carry out a credit assessment.
Minste nivå(er) av standarder: Tenderers must have sufficient financial capacity to fulfil the contract.
Teknisk og faglig kapasitet:
The tenderer must have experience from similar deliveries.
Documentation requirement:
Suppliers must give a description of 3 relevant reference projects in the last five (5) years. Completed Annex C Reference list to be uploaded to Mercell.
The tenderer must have a good and well-functioning quality assurance and management system for the provided services
Documentation requirement: Tenderers must submit documentation of their quality assurance and management system. The following documentation will be accepted:
Certificate of the supplier's quality system/management system, issued by independent bodies that confirm that the supplier fulfils quality assurance standards in accordance with ISO 9001 or equivalent,
or
A description that, as a minimum, covers the company´s procedures/routines for:
Dealing with deviations and claims
Approval of sub-suppliers
The process from the receipt and registration of orders until delivery to the customer.
This must be uploaded to Mercell as a separate document.
The tenderer must have an established environmental management system.
Documentation requirement: Tenderers shall submit documentation of their environment management system. The following documentation will be accepted:
Valid attestation/certificates issued by independent bodies (e.g. ISO 14001, EMAS, Eco-Lighthouse or equivalent)
