Statped

Statped, henceforth referred to as the Contracting Authority, invites tenderers to an open tender contest for the purchase of cleaning services for Statped's locations in accordance with the Public Procurement Regulations ('FOA') FOR 2016-08-12-974 parts I and III. The contracting shall enter into an agreement with only one tenderer, but is open to the tenderer involving sub-providers.
Statped is managed by the Ministry of Education and Research and we provide governmental special educational support services. Statped has approx. 600 man-years divided in 14 different locations around the country. Approx. 80% of the employees are located in Oslo, Bergen and Trondheim, while the employees are located at other locations.

The contracting authority shall enter into a contract for cleaning services with one tenderer.
The contracting authority is represented at 14 locations, 8 of these are included in the cleaning service. The remaining 6 locations have the cleaning included in the tenancy agreements. The locations included in the agreement are Alta, Tromsø, Trondheim, Bergen, Oslo (locations), Gjøvik and Holmestrand.

We need to lease / hire hot drinks / coffee machines and water dispensers, including service agreements for some of the locations.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Tenderers must be certified in the Norwegian Labour Inspection Authority's cleaning enterprises register.
The tenderer shall have experience from comparable cleaning contracts.
The tenderer and possibly sub-providers must have capacity adapted to the scope of the assignment.
The tenderer must be able to ensure environmental consideration when carrying out the service.
Økonomisk og finansiell stilling:
Tenderers must have sufficient financial strength to be able to fulfil the contract.
Minste nivå(er) av standarder:
A credit rating that concludes with Credit Worthy will be sufficient for fulfilment.
Teknisk og faglig kapasitet:
The tenderer must be approved in accordance with the NS INSTA 800: 2018 standard.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The regulations on wages and working conditions in public contracts apply to this assignment (Regulations dated 8 February 2008 no. 112). The Working Environment Act Section 14-12a also applies for the temporary staff that are hired out to the contracting authority. This is described in more detail in the framework agreement. The selected tenderer will be obliged to submit a report on how the company complies with the contract's requirements in this area.

The contracting authority and its employees are obliged to prevent others having access to or knowledge of information on technical devices and procedures, or operational and business conditions, which are important to keep secret for competitive reasons, c.f. the Public Procurement Regulations § 3-6, cf. the Public Administration Act
