The framework agreement will include:

2. Access to an approved landfill for clean masses, asphalt, concrete with / without reinforcement, sweeping sand and possibly other clean masses. The landfill must be within 30 minutes driving distance from Sola town hall.

The framework agreement shall include free delivery of masses, cf. the price form, access to masses if the contracting authority wishes to collect himself, access to an approved landfill for clean masses, asphalt, concrete with / without reinforcement, sweeping sand and possibly other clean masses. The tenderer must also be able to deliver, among other things, asphalt granules and asphalt flakes for asphalting work. The landfill must be within 30 minutes driving distance from Sola town hall.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

 Norwegian companies: Company registration certificate

 Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement #: The tenderer's tax and VAT payments shall be in order.

Documentation:  Norwegian companies: Tax and VAT certificate, not older than 6 months calculated from the tender deadline (https://www.altinn.no/no/Skjema-og-tjenester/Etater/Skatteetaten/Attestbestilling/)

 Foreign companies: Certificate issued by the relevant authority in the tenderer’s home state, confirming that the company has met its obligations regarding tax and VAT payments. The certificate must not be more than 6 months old from the tender deadline.

Requirement #: The tenderer shall have settled financial conditions and the financial capacity to fulfil the contract.

Documentation:  The contracting authority will obtain a credit rating from the credit and analysis company Experian. The tenderer must achieve a minimum rating of ‘credit worthy’, or the equivalent.

 Alternatively, when submitting a tender, tenderers can enclose an updated credit rating from an approved credit rating company, verifying that the tenderer has achieved an equivalent credit score. The credit rating must show the current economic situation of the company.

 Companies registered in countries other than Norway must enclose a credit rating.

 If the tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms/explains a satisfactory financial capacity.

 If the contracting authority’s credit information on the individual company does not include a credit rating, the contracting authority will seek to have this documentation requirement met in another way, either by assessing whether the financial capacity is satisfactory based on the other information that should be available in the system from Experian or by obtaining other documentation.

Teknisk og faglig kapasitet:

Requirement # 1: The tenderer must have experience from assignments of relevant nature, scope and complexity.

Documentation:  A list of the most important, relevant assignments in the last 3 years, including information about:

 What is included in the assignment (key words)

 Period for the delivery

 Reference person (name, telephone number, email address).

Requirement # 2: Tenderers shall have a well-functioning quality assurance/management system for the services that shall be provided.

Documentation:  A certificate for the tenderer´s quality assurance/management system, issued by independent bodies that confirm that the tenderer fulfils recognised quality assurance standards (ISO 9001:2015 or equivalent).

 The contracting authority will also accept other documentation that verifies that the tenderer has a well-functioning system for ensuring quality, customised to the nature and scope of the assignment. As a minimum, the tenderer must present a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this assignment.
