Framework agreement for the purchase of assorted masses and delivery of masses to landfill

Sola kommune

The framework agreement will include:
1. Access to assorted masses in the event that the contracting authority wants to collect these by own resources. The tenderer must also be able to deliver assorted masses to the contracting authority, cf. the enclosed price sheet.
2. Access to an approved landfill for clean masses, asphalt, concrete with / without reinforcement, sweeping sand and possibly other clean masses, cf. the enclosed price sheet. The contracting authority's other contracting parties must also be allowed to deliver clean masses to the landfill at the same prices as the contracting authority. For example, the contracting authority's contracting party for asphalting work must also be allowed to deliver, among other things, asphalt granules and larger pieces of asphalt to the landfill.
Access to assorted masses and landfill must be within 30 minutes driving distance from Sola town hall.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement #1: The tenderer shall be a legally established company.
 Norwegian companies: Company registration certificate
 Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer must have orderly tax and VAT payments
The tenderer must have settled financial conditions and the financial capacity to fulfil the contract.
Minste nivå(er) av standarder:
Norwegian companies: Tax and VAT certificate, not older than 6 months calculated from the tender deadline (https://www.altinn.no/no/Skjema-og-tjenester/Etater/Skatteetaten/Attestbestilling/)
 Foreign companies: Certificate issued by the relevant authority in the tenderer’s home state, confirming that the company has met its obligations regarding tax and VAT payments. The certificate must not be more than 6 months old from the tender deadline.

Documentation:  The contracting authority will obtain a credit rating from the credit and analysis company Experian. The tenderer must achieve a minimum rating of ‘credit worthy’, or the equivalent.
 Alternatively, when submitting a tender, the tenderer can enclose an updated credit rating from an approved credit rating company, verifying that the tenderer has achieved an equivalent credit score. The credit rating must show the current economic situation of the company.

Teknisk og faglig kapasitet:
The tenderer must have experience from assignments of relevant nature, scope and complexity.
The tenderer must have a good and well-functioning quality assurance/management system for the services that will be provided.
The tenderer shall have environmental management measures adapted to the contract's environmental objectives, environmental qualities, complexity and risk.
Minste nivå(er) av standarder:
List of the most important, relevant assignments in the last 3 years, including information about:
 What is included in the assignment (key words)
 Period for the delivery
 Reference person (name, telephone number, email address).
Certificate for the tenderer´s quality assurance/management system, issued by independent bodies that confirm that the tenderer fulfils recognised quality assurance standards (ISO 9001:2015 or equivalent).
 The contracting authority will also accept other documentation that verifies that the tenderer has a well-functioning system for ensuring quality, customised to the nature and scope of the assignment. Here, there must be given a general
description of the contents of the system, including an overview of control plans and check-lists that are relevant for this assignment.
 A description of the tenderer's environmental management measures.
If the tenderer is certified in accordance with ISO 14001, EMAS or Miljøfyrtårn [the Eco-Lighthouse certification scheme] or equivalent, it is sufficient to enclose a copy of a valid certificate provided that the environmental management measures are covered by the certification scheme.
