Egnethet til å utøve yrkesvirksomheten:
K1: Company Registration Certificate. Tenderers must be a legally registered company.
Økonomisk og finansiell stilling:
K2: Tenderers must have sufficient economic and financial capacity to fulfil the contract. The following must be met: Tenderers must be creditworthy and achieve minimum score 'A' in the Contracting Authority's credit analysis tool Bisnode Risk Guardian Suite.

Teknisk og faglig kapasitet:
Qualification Requirement:
K3: Tenderers must have broad experience from comparable assignments, including an equivalent scope and complexity as this contract.
K4: Tenderers must have the sufficient technical capacity and equipment to implement the contract, the following are minimum requirements:
Tractor with 4 wheel drive, minimum 120 hp, alternatively a lorry on suitable roads, the machinery must not be older than 2015.
Plough, municipal cutter or equivalent.
Rotary snow cutter, 2 step with ice cutter.
Front-assembled shovel.
Permitted front axle pressure is sufficient to transport the plough in the lifted position.
Warning light, approved type that gives a flashing yellow light, as well as snow clearing lights and other required warning equipment.
K5: Tenderers must provide information on any sub-suppliers, what assignments, and how much of the contract will be implemented by the sub-suppliers. Tenderers will be responsible and fully liable for their offered sub-suppliers as if they were the tenderer's own personnel.

Other requirements:
A1: Tenderers must attach tax and VAT and payroll tax certificates.
A2: Insurance. Tenderers must at all times have insurance that is sufficient to cover claims from the contracting authority or third party as a result of the tenderer's responsibility or risk in accordance with the contract.
A3: Tenderers must declare that the chair of the board, board members, manager, including senior key personnel, have not been legally convicted or received a simplified writ for:
a. Participation in a criminal organisation
b. Corruption
c. Fraud
d. Terror actions or punishable actions connected to terrorism
e. Whitewashing money or financing terrorism
f. Child labour and other forms of human trade.
Futhermore there must be confirmation that the Tenderer has not have been found guilty for a punishable condition concerning professional conduct nor have been guilty in their profession of serious negligence of professional and ethical requirements in the branch in question.

Tenderers must also verify that the chairman of the board, board members, general manager, including senior key personnel, can provide valid confirmation from the Bankruptcy Register in Brønnøysund or from a corresponding register in the country in which the person is registered.

The requirement also applies to each sub-supplier or each of the cooperating enterprises that the Tenderer included in the Tender.
A4:Tenderers must have good routines for compliance with the contract's wages and working terms.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The contracting authority's standard contract for service procurements. The service will be paid in accordance with the number of hours worked. The complete contract terms are attached.
Note: Concerning pint II.1.5: The scope is uncertain and it can vary a lot in the contract period. Based on the accounts for recent years, we estimate that the total scope of this contract will have an estimated market value of between NOK 1,500,000 and NOK 4,500,000 a year, which gives an estimated market value of between NOK 6,000,000 and NOK 18,000,000 over a four year period.
