Framework agreement for the procurement of mats and mat zones/cleaning zones

Volda Kommune

The procurement is for a framework agreement with a tenderer for the procurement of mats and mat zones/cleaning zones. The contract includes the following:
• Fixed mats (not fully glued to the floor, but glued/taped around the edges)
• Loose mats
• Internal and external mats for wiping shoes
• Equipment that is necessary for cleaning and maintaining fixed mats
• Training in the use of equipment and routines for cleaning and maintaining fixed mats
• Assembly of fixed mats, including removal of existing mats where required
• Simple advice regarding the choice of material, colours, etc., in connection with call-offs/orders.
The contract consists of a main assortment stated in Annex 5 Appendix 1 'Price Sheet', and an additional assortment consisting of a product that fits the main assortment and that is in accordance with the purpose of the framework agreement.

Beskrivelse av fornyelser:
The contracting authority has an option to renew for 1 + 1 year, so that the maximum contract period can be four years.
Beskrivelse av opsjoner:
The contracting authority would like an option to procure technological products such as a product-specific maintenance system, sensors for fixed mats/cleaning zones, and robot cleaning for fixed mats.
Maintenance system means, for example, tailor-made systems for daily cleaning a specific mat zone.
Sensors mean sensors that, for example, can measure humidity, dust, etc., in mats and notify that cleaning is necessary.
Robot cleaning means a form of robot vacuum cleaner/robot cleaner that cleans fixed mats automatically.
The contracting authority would like all types of maintenance systems and sensors that tenderers can offer, also those that fall outside the above examples.
Tenderers can state an option product in Annex 5 Appendix 1 'Price Sheet' under the tab 'Options'.

Qualification Requirement:
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
Norwegian tenderers: Company registration certificate.
Foreign tenderers: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Qualification Requirement:
Tenderers must have sufficient finances to fulfil their contractual obligations.
Documentation requirement:
Credit rating based on the most recent financial figures. This must be carried out by a credit rating company licensed to conduct such business.
The contracting authority retains the right to obtain a credit rating of the tenderer on its own.
Newly established companies that have not established a basis for credit assessment must attach a statement from a bank, auditor or similar financing institution regarding the company's economic and financial position.
If a tenderer has a factual reason for not submitting the documentation required by the contracting authority, for example if they believe that the information does not provide a correct picture of the tenderer's financial situation, the tenderer can document their economic and financial position by submitting other documentation that the contracting authority deems to be equivalent to its own.

Teknisk og faglig kapasitet:
Qualification requirement 1:
Tenderers must have the necessary competence and experience to execute the contract in a satisfactory way.
Documentation requirement 1:
Tenderers must present a description of up to 3 equivalent deliveries that the tenderer has carried out in the last 3 years.
The overview must contain information about the value of the contract, the time of delivery or execution and the name of the recipient.
The tenderer's and contracting authority's responsible contact persons must be clearly stated and telephone numbers must be included.
Qualification requirement 2:
Tenderers must have environment management measures and routines that ensure safeguarding the environmental goal settings of the procurement.
Documentation requirement 2:
Tenderers must describe the environment measures that are relevant for fulfilment of the contract, and briefly describe how they can contribute to ensuring fulfilment of the environment requirements:
- Reduce idle running of engines
- Ensure that personnel fulfil a course in ECO driving
- Source sorting and environmentally friendly disposal of waste
- How the tenderer works to have environmental and the best sustainable products in their assortment
- Return of packaging
