The objective of the framework agreement is to cover the Contracting Authority's need for purchase, renewal, support and maintenance of software licences, license administration and consultancy service. The objective of the agreement is to achieve competitive terms, establish good routines for ordering and invoicing.
The framework agreement shall ensure that Digdir [the Norwegian Digitalisation Agency] can purchase the necessary software licences and related services for current and future needs. For further information on the scope of the framework agreement, see SSA-R [Framework agreement governing the purchase of goods and services within ICT and consultancy services], Appendix 1

Tenderers must be a legally established enterprise. Norwegian companies must attach a company registration certificate. Foreign companies: Verification that the company is registered in a branch register, company register, professional register, or a trade register, as specified in the legislation of the country in which the tenderer is established.

Tenderers must have sufficient financial strength to fulfil the contract. Creditworthiness with no requirement for collateral will be sufficient to meet the requirement. Documentation requirement: Tenderers must present a credit rating based on the last known fiscal figures. The credit assessment must be a credit rating, (including a credit rating, part judgement and historical rating), and it must be carried out by a publicly approved credit institution. Recently established tenderers must not have a score lower than AN (worthy of credit, recently established companies) or equivalent if a different form of score is used (assessment of figures).

Tenderers must have relevant experience from equivalent deliveries to those described in annex 1.

Documentation requirements: A description of up to three relevant assignments carried out in the last three years. The description of the deliveries must include the contracting authority's name, description of the delivery, the value of the agreement, the agreement period, and the supplier's role/responsibility.
