The contracting authority intends to enter into a framework agreement with a Licence Solution Partner for the procurement and maintenance of Cloud Services (SaaS / PaaS / IaaS).
- Procurement of licences and cloud services for the entire Microsoft portfolio.
- Standard cloud services, delivered with agreed performances and associated services, including:
- Cloud platform services - central infrastructure
- PaaS and IaaS
- Desktop surface
This is meant to cover products that Innovasjon Norge's employees can have access to from their laptops in order to solve work assignments within:
- planning, project management, reporting, statistics, graphics, video, audio, other document and file processing, procedures, work flow, and dictionaries.
- Architecture, design and development
- This is meant to cover products that Innovasjon Norge uses within development: Modelling, design, development, testing, interaction, planning, data intelligence, reporting.
- Tool for data visualisation, data virtualisation, and data storage.
- Security applications.
- Administrative tool
This is meant to cover products that are used for:
- Licence administration, internal audits, and electronic surveys.
- Applications that support Innovasjon Norge's services delivered to a final user
- Event, conferences, CMS services, and content services.
- Consultancy for current Cloud Services in the Contract areas
- Additional services an any other accompanying services related to the procurement and operation of cloud services. The tenderer will have the role of 'broker' for the contracting authority with the manufacturers of the cloud services, hereafter defined as a 'manufacturer'.

The contracting authority presents its requirements and needs for cloud services in Annex 1 - Requirements Specification and in call-offs. These can be cloud services that the contracting authority has already established, cloud services that the contracting authority will establish at the start of the contract period, and cloud services that there are call-offs for during the contract period.

The contracting authority can change its portfolio of cloud services in the contract period in accordance with the terms agreed in each call-off.
The contracting authority has an opportunity to use the cloud services for its interaction with other public authorities in and outside Norway, including when it is necessary that users in other entities participate within the contracting authority's entity processes.

It is difficult to estimate the value of the procurement, but based on previous figures, the anticipated value over 4 years is NOK 120 million. However, this is not binding for the contracting authority.
Subject to budget changes and that the company’s priorities can influence the competition implementation and the contract terms. A different provider can be engaged if the contracting authority requires this.

Varighet: 48 måneder

Vilkår for deltakelse
Økonomisk og finansiell stilling:
Tenderers must have their tax and VAT payments in order. Tax and VAT certificate.
The certificate must not be older than 6 months from the tender deadline.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities. Documented through the reply in the ESPD.
Tenderers must be a legally established company: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade or business register in accordance with the national requirements in the country where the tenderer is established. Documented through the reply in the ESPD.
Teknisk og faglig kapasitet:
Tenderers must have relevant competence and experience from equivalent assignments/deliveries.
Tenderers must present a description of their environmental management measures. Tenderers must give a short description of the company´s relevant competence for the execution of the assignment.
Tenderers must account for 3 recent, relevant reference projects with a short description of the assignment, the assignment's length, value and reference persons.
Tenderers must give a short account of their environmental management measures, and present documentation of environmental management. Examples of documentation can be the environmental management standards ISO 14001, EMAS, Eco-Lighthouse, as well as the Swan Label for services. The same applies to documentation showing that the different elements in an environmental management system are fulfilled.
