Framework agreement for the operation, maintenance and development of street lights

Birkenes, Lillesand and Vennesla Municipalities are the contracting authorities for the procurement.
A framework agreement shall be entered into covering:
• Periodical inspection of the municipal street light systems
• Maintenance of the municipal street light systems
• Replacement of light sources when required
• Repair of damages/errors in the street light systems
• Service assignments, including relocation of masts/street light distributions
• Expansion and rebuilding of street lighting systems in all municipalities
• Installation of metres on systems without metres
• Proposals for economical and energy-saving measures
• Emergency safety services in the event of a collision, tree fall and similar
• Takeover inspections of new systems for other developers
The assignment also includes administration and planning of work assignments, contingency, documentation of work performed, meeting activity, reporting to the contracting authority and handling of other assignments that are necessary for the operation, maintenance and new installation of street lighting systems.

The contracting authority also deems it important that the road network is maintained in summer and winter while maintaining accessibility and safety.
Varighet: 24 måneder
Beskrivelse av fornyelser:
The framework agreement will have a duration of 2 years, with an option to extend the contract one or more times for up to a further 2 years, to a total maximum of 4 years.

Økonomisk og finansiell stilling:
Qualification requirement: Tenderers must have sufficient economic capacity to fulfil the contract.
Minste nivå(er) av standarder:
Alternative 1: Solidity assessment from a recognised credit assessment agency based on the most recent accounting figures. The key figures in the accounts must be presented together with an assessment of the tenderer's payment history.
Or
Alternative 2: Annual Financial Statements from the last two years. These must contain notes, the board's report and auditor's report.
Qualification requirement 1: Tenderers must have sufficient capacity and competence to carry out the assignments in the contract.
Qualification requirement 2. Tenderers must have good experience from the execution of equivalent deliveries/comparable assignments for the discipline(s) for which the tender is being offered.
Qualification requirement 3: Tenderers must have good procedures for quality control and HSE.
Qualification requirement 4: Tenderers must be a certified and and active apprenticeship company.
Documentation requirement 1:
Description of the company's staffing and organisation with regard to delivering in accordance with the framework agreement requirements.
And
A description of the qualified personnel that the tenderer has at his disposal for fulfilment of the contract, including personnel with a certificate of apprenticeship within relevant disciplines.
Documentation requirement 2: A list with an overview and description of the tenderer's most relevant assignments in the last 3 years.
The list/description must, as a minimum, contain:
• Name of customer/recipient
• Scope of the assignment
• Description of the company's role
• The assignment´s value
• Delivery dates
• A brief description of the delivery.
Documentation requirement 3: The documentation must be given in one of the following ways:
Alternative 1: Description of the company's procedures, with emphasis on quality assurance, resource management, management responsibility and HSE.
Alternative 2: If tenderers have an ISO 9001:2000 certificate or equivalent, this will be sufficient to document fulfilment of the requirement.
Documentation requirement 4: A statement from the tenderer regarding connection to a publicly certified apprenticeship scheme that applies during the implementation of the contract.
It must be documented that the tenderer has, or plans to take on apprentices.
