This Contract is a framework agreement between the Contracting Authority and the Tenderer regarding delivery in the service area of development of new systems and services and investigation and analysis activities (hereinafter referred to as "the delivery") as specified in the appendices. Parallel framework agreements will be signed with two tenderers. The framework agreements should cover most of the Directorate’s need for IT development services in the period of the framework agreements. However, the agreements are not exclusive.

Beskrivelse av fornyelser:
The period of the framework agreement is 2 years and the contracting Authority has the unilateral option to extend the contract by 1 year + 1 year, for a total of 4 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
• Norwegian tenderers: Company registration certificate
• Foreign tenderers: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
1. Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
• A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
2. The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
• Norwegian tenderers must present a tax and VAT certificate.
• The tax certificate must not be older than 6 months old at the deadline for submitting a request for participation in the competition or a tender.
• Any arrears must be explained/justified.
Teknisk og faglig kapasitet:
1. Experience is required from similar deliveries
Similar deliveries means deliveries of a similar size and technology and that included the following service areas in private or public entities:
- Development of new systems and services
- Review and analysis activities
A description of at least one and up to three deliveries completed within the last 3 years for each of the two service areas (total 2 minimum, up to six deliveries), where the tenderer had primary responsibility for implementation.
The description shall include information on:
•The type of delivery and its execution, including what work assignments were carried out by the tenderer
•The delivery´s approximate value, duration, contracting authority (with contact information for references with a name, position, telephone number and email address).
•Team composition, organisation and management
•Technology that was used
The references (contracting authority) can be contacted for information on how the delivery was carried out, including whether the delivery met the contracting authority´s needs. The contracting authority does not want the description per assignment to exceed 1 page of A4 format.

• Statement of the personnel that the tenderer has at its disposal to execute the contract (per area of competence).
If the tenderer intends to rely on the capacity of other companies (subcontractors) to fulfil this qualification requirement, the number of personnel to which this applies shall be stated in a commitment statement or in a written cooperation agreement.

In connection with the fulfilment of this qualification requirement, a person can be take on only one of the roles above.
3. The tenderer shall have methods/methodology that ensure consistent quality of the deliveries of development and further development.
Statement concerning the company's methods/methodology to be used in the implementation and quality assurance of the deliveries. The statement shall also include how the tenderer takes information security and personal information into account in the deliveries.
