The aim of the contract is to ensure that the Contracting Authority has access to competent and capable temporary staff. The contracting authority would like to enter into parallel framework agreements with two tenderers for temporary staff services.
Sub-tenders can be submitted in the contest, consisting of the following two sub-contracts:
1) Economy, accounts, payroll
2) HR and personal administration, archive and document management, IT user support, and office manager
A detailed description of the delivery is given in Annex 1. The call-offs will vary, and will apply for the Contracting Authority's locations in Bergen, Stavanger, Haugesund, Kristiansand/Grimstad, Tromsø, and Oslo.
The total scope of the procurement is estimated to be NOK 10 million excluding VAT over a four year period. Call-offs under the framework agreement can be for maximum NOK 15 million excluding VAT. The framework agreement will be automatically terminated if this amount is reached.

Beskrivelse av fornyelser:
The framework agreement will have a duration of 2 years, with an option for the Contracting Authority to extend for a further 1+1 year, to a total of up to 4 years.
Beskrivelse av opsjoner:
The framework agreement will include an option where the Nasjonalt utviklingssenter for barn og unge AS (NUBU) has a right, but not an obligation, to join the contract as a parallel contracting authority. If NUBU takes up the option to join the framework agreement, they will have full rights and terms.

NUBU is a fully-owned subsidiary company of the Contracting Authority. The total scope for NUBU is estimated to be NOK 2.7 million excluding VAT over a four year period. The estimate for the option includes the procurement's total scope under point 2.2. The maximum amount is NOK 4 million excluding VAT.

Egnethet til å utøve yrkesvirksomheten:
Norwegian tenderers must have their tax, employer contributions and VAT payments in order. Tax Certificate not more than 6 months old.
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. Norwegian companies: Company registration certificate
Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Tenderers must satisfy the terms in order to be registered in the Norwegian Labour Inspection Authority's register, c.f. FOR 2008-06-04 no. 541: Regulations concerning manpower companies, section 5. This requirement also applies for any sub-suppliers that contribute to the fulfilment of the contract. Printout from a register for manpower companies, or a copy of a notification to the Norwegian Labour Inspection Authority, including documentation that the registration requirement is fulfilled. An equivalent printout must also be presented for any sub-contractors who will contribute to fulfilment.

Økonomisk og finansiell stilling:
Tenderers must have sufficient financial strength to comply with the contractual obligations (Good solidity, Creditworthy). Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service.

Teknisk og faglig kapasitet:
Tenderers must have good professional competence for the delivery included in the procurement.
Tenderers must prepare a staff overview and a descriptive text that refers to the company's professional competence, including the amount of sub-suppliers that will be used, as well as any certifications and experience that the tenderer has.
Tenderers must not submit CVs in this chapter. Must not be confused with the award criterium quality.
Tenderers must have suitable and well-functioning quality assurance procedures and control routines. A description is to be provided of the tenderer's quality assurance system/management system/routines.
