Framework agreement for surveying and scanning

VAV's largest ongoing project is New Water Supply Oslo (NVO). The project needs special services from a surveying company for surveying and scanning.
Amongst other things there is a need to survey new and existing installations above and below the ground, scan installations, and scan and survey relevant work that has been carried out in the various contracts in the project. Checks and follow-up of the contractor's own work for surveying in tunnels and rock halls will also be a central part of the work for the company in question. There can also be a need to hire in personnel over a longer period in order to assist in the follow-up and checks of the surveyor's certificate of area measure.
As a starting point, this framework agreement is connected to NVO, but all of VAV can make call-offs.

VAV has an option to extend the contract for one year on the same terms. The tenderer will not have the right to take up the option.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

• Tenderers must be a legally established company

Documentation requirement:

• Norwegian tenderers: Company registration certificate

NB: The contracting authority will obtain the company registration certificate from brreg.no.

• Foreign tenderers: Verification that the tenderer is registered in a trade register or company register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

• Tenderers must have sufficient financial capacity to fulfil the contract.

Documentation requirement:

• The contracting authority will obtain a credit rating from Creditsafe.

Teknisk og faglig kapasitet:

Requirement:

• Experience is required from assignments of an equivalent nature.

Equivalent nature means surveying, quality checks, and scanning/measuring-in.

Documentation requirement:

• An overview of relevant work carried out in the last 3 years. The overview must state the time and location of the work, value, nature of the work, degree of difficulty, and the name of the contracting authority. The contracting authority will also take assignments carried out more than three years into consideration.

• Tenderers must have good competence and good capacity.

• Overview/description of the technical personnel that the tenderer can use for the contract work.

• An account of the tenderer's average workforce.

• Tenderers must have a well-functioning quality assurance system suited to the content of the contract.

• Certificate for the company's quality system/management system, issued by independent bodies that confirms that the tenderer fulfils certain quality assurance standards, for example ISO 9001 or equivalent.

The contracting authority will also accept other documentation demonstrating that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the system´s content, including an overview of inspection plans and check-lists that are relevant for this contract, must be submitted.
