Framework agreement for services related to graphical design

The Directorate of Fisheries shall enter into a framework agreement with one tenderer for deliveries of graphic services. The framework agreement must ensure the all of the Directorate needs for different types of graphic design and associated consultancy services.
The contract includes:
• Further development of the Directorate's graphic profile in all our channels.
• Development of graphic design and graphic elements for digital portals such as info-graphics, animation and 3D presentations and films.
• Graphic design and products / materials for stands, fairs, etc. which the Directorate participates nationally and internationally . This includes planning, design, practical assistance for rigging and contact with onsite suppliers.
• Design and production of brochures, advertisements, signs and other profiling products.
• Design development of templates, for text / writing programs and presentation programs.
The contract will start in May 2022.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement:
Tenderers must have orderly conditions with regard to payment of tax, employer's national insurance contributions and VAT.
Documentation requirement:
Tenderers must submit a tax certificate, not older than six months, c.f. the PPR § 7-2 (2).
• Norwegian tenderers can order a tax certificate via form RF-1316 in Altinn.
• Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties.
If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

The tenderer must be a legally established company.
Norwegian tenderers must present a Company Registration Certificate.
Foreign tenderers must present confirmation that the tenderer is registered in a company register or trade register, in accordance with the legislation in the country where the tenderer is established or registered.
Økonomisk og finansiell stilling:
Requirement:
The tenderer must have the sufficient financial strength to fulfil the contract.
To meet the requirement, the turnover must exceed NOK 10,000,000 for at least one of the last two years (2020 and 2021), positive operating profit for at least one of the last two years (2020 and 2021) and no payment remarks.
All the requirements must be fulfilled.
Documentation requirement:
1: The tenderer's Annual Financial Statements including notes with the Board's and auditor's reports from the last 2 years.
2: Credit rating not older than 2 months.
If the annual accounts for the previous year have not been completed, the provisional annual accounts must be enclosed for the previous year.
Newly started companies must document the financial strength to fulfil the contract in another way.
Tenderers can choose to rely on other companies’ capacity to fulfil the requirement for the tenderer's economic and financial position. If so, the tenderer must document the resources in the company he will rely on and that these resources will be available (cf. the commitment statement in Annex C).
