Bergen Havn AS

The procurement must cover Bergen Havn´s need for permanent and variable security guard services. This will include access control, monitoring and supervision in ISPS areas at the Port of Bergen in accordance with International Ship and Port Facility Security Code. The permanent need will mainly consist of gate duties, located at Dokken and Skolten. The variable need will be related to security guard services for cruise and ferry ports of call. For further information about the contents of the procurement, please see section II annex 1.

Vilkår for deltakelse
Liste og kort beskrivelse av regler og kriterier:
Requirement 1: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Requirement 2: Tenderers must be approved security companies that can operate security services, cf. regulations about security guard services.
Requirement 3: Tenderers must have sufficient economic and financial capacity to fulfil the framework agreement.
Wherein, the tenderer must have at least:
- An annual turnover of NOK 100 million.
- Positive equity.
Requirement 4: The tenderer shall have experience from comparable assignments.
In the assessment of what is considered comparable assignments, the contracting authority will, among other things, place emphasis on:
- Transferable value for the delivery of security guard services at ports/port facilities with passengers, goods and ship calls.
- Scope
- Complexity
Requirement 5: The tenderer must have sufficient capacity of personnel with relevant expertise to be able to fulfil the needs of the framework agreement as described in Part II Annex 1 Requirements specifications.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The contractual relationship will be regulated by the framework agreement attached to the tender documentation, see Part II.
The contract will contain requirements related to wages and working conditions, documentation and sanctions in accordance with the regulations dated 8 February 2008 no. 112 on wages and working conditions in public contracts.
The contract will contain a requirement that the tenderer must be associated with an apprenticeship scheme to the extent that such an apprenticeship scheme exists in the industry, and one or more apprentices must participate in the work to fulfil the framework agreement and awarded contracts, cf. regulation 17 December 2016 no. 1708 on the obligation to require that apprentices are used in public contracts.

The contract will be awarded based on the following criteria:
Price: 80 %.
Quality: 20 %.
Price is evaluated based on the prices submitted by the tenderer in annex 4a price form.
Quality is evaluated based on the tenderer's response to the evaluation points in Annex 1 of the requirements specifications.

Documentation requirement 1: Norwegian companies: Company registration certificate. Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
