A non-binding plan for the procurement of switchgear and substation automation systems is stated in the tender documentation annex J (Specified Scope). Beyond switchgear and substation automation systems for two transformer stations, the Contracting Authority is not obligated to make purchases in connection with this framework agreement, but the Contracting Authority intends to use this framework agreement for multiple purchases of switchgear and substation automation systems

Teknisk og faglig kapasitet:
Qualification requirement: The Tenderer is required to have experience delivering a minimum total of eight switchgear together with substation automation systems in the last three years.
Documentation requirement: A list overview of the company's most important deliveries (in the last three years) of switchgear together with substation automation systems
Qualification requirement: Full staffing that demonstrates the ability to simultaneously perform 3 deliveries of switchgear and substation automation systems.
Documentation requirement: Overview of the company's total staff that can be used for this framework agreement.
Qualification requirement: The tenderer must be registered in the Electricity Business Register [Elvirksomhetsregisteret] with the status "Active", so that the tenderer can carry out high-voltage work (installation and high-voltage facilities).
Documentation requirement: Documentation of registration in the Electricity Business Register with the status "Active", for example a dated printout / excerpt from the register. Tenderers who are not registered in the Electricity Business Register with the status "Active" when submitting a request to participate in the contest must give an account of how they will obtain the registration within the tender deadline.

Haugaland Kraft AS assists Fagne AS with the implementation of this contest, but only Fagne AS is the contracting authority. The contest concerns entrance into a framework agreement with one (1) tenderer. The selected tenderer must submit tax and VAT certificates upon request. Applicable to Norwegian tenderers: a contract will not be entered into with a Norwegian tenderer unless the tenderer has submitted a tax certificate showing that the tenderer is in good standing with regard to payment of taxes and fees. The tax certificate must not be older than 6 months from the tender deadline. Negotiations are conducted in one or more rounds depending on what the contracting authority deems appropriate, and the contracting authority reserves the right to reduce the number of offers after each round of negotiations. The contracting authority can reduce the number of offers for the first time prior to negotiations or dialogue. Such reductions will be made on the basis of the award criteria. The Contracting Authority also reserves the right to award the contract without conducting negotiations if the Contracting Authority deems it suitable.
