In connection with implementation of the fairway development project Stad skipstunnel [Stad Ships Tunnel], Kystverket [the Norwegian Coastal Administration] want to enter into a framework agreement in order to cover the pending need very high quality consultancy services adapted to Norwegian public builders. There is a need for assistance in contractual and procurement evaluations as well as a need for process assistance for implementation of multiple procurement processes.
The purpose of the delivery and scope of the framework agreement are further described in Appendix 1 to the framework agreement.

The framework agreement will give the Norwegian Coastal Administration access to experienced specialists who will either alone or in collaboration with the Norwegian Coastal Administration’ own resources ensure safe and efficient implementation of multiple complex procurements from identified need to contracted suppliers.

The volume of the framework agreement is extremely difficult to estimated and will depend on assessments that take place during preparation of contract strategies.
There are constantly new elements of risk impacting the scope of activities that must be taken care of in connection with publication of the main contract for Stad Ships Tunnel. The needs and the solutions will appear in dialogue between the Client and the Supplier.

The procurement value is set at NOK 10,000,000 in the contract period including options (maximum value).
This contract will give the Norwegian Coastal Administration rights but no obligation to award contracts within the framework agreement. The Norwegian Coastal Administration is not obligated to procure any specific quantity of services during the framework agreement period. Some assignments will be able to take place outside of the framework agreement.

The duration of the framework agreement is two years from the effective date. Option for the contracting authority to extend for a further two years, one year at a time.
