The contracting authority comprising Vest-Agder County and Agder kollektivtrafikk AS, invites tenderers to a tender contest for passenger transport services, including ordinary transport of school pupils, individually adapted school transport services, ordinary scheduled transport in accordance with bookings and facilitated transport (TT) in accordance with bookings. Pupils in primary and secondary schools and sixth form colleges have, in certain cases, the right to permanent or temporary transport between their homes and schools in accordance with the Education Act. This applies to pupils who either have a long journey to schools, a dangerous school journey or permanent/temporary disability/illness. The assignment includes school transport for pupils who cannot meet their transportation needs through the ordinary route service, and whose place of residence is along one of the routes. The procurement is a route area in Vennesla municipality.

• The European Self-Declaration Document (ESPD)
Tenderers must fill in the ESPD in KGV light [the tender management tool light], as provisional documentation of fulfilment of the qualification requirements and that there are no reasons for rejection and that any selection criteria are fulfilled.
• Company Registration Certificate
Tenderers must be a legally established company.
Documentation requirement:
Norwegian companies: Company registration certificate, not older than one month at the application deadline.
Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The documentation shall not be older than one month from the application deadline.

Økonomisk og finansiell stilling:
• Tax and VAT certificate
Tenderers must have their tax and VAT payments in order.
Documentation requirement: Companies who are liable for tax and duties in Norway: Tax and VAT certificate, not older than 6 months, calculated from the deadline for requests for pre-qualification.
Companies who are liable for tax and duties abroad shall submit an equivalent certificate as mandated by the legislation in the country where the tenderer is registered as a company.
• Requirement concerning the tenderer’s economic and financial capacity.
Tenderers must have sufficient financial capacity to fulfil the contractual obligations. The contracting authority will obtain a credit rating of tenderers itself.
Documentation requirement: None.
Teknisk og faglig kapasitet:
The tenderer shall have adequate financial capacity to carry out the assignment. To be qualified, the tenderer must have at least the number of vehicles in different categories specified in Annex 2 - production overview. If the tenderer does not have a sufficient number of vehicles at the time of the tender deadline, the tenderer must enclose documentation showing that he will receive the sufficient number before the agreement is initiated.
