Framework agreement for minor maintenance assignments in Oslo and Viken 2022-2023 (option 2024-2025)

The invitation to tender applies to a framework agreement for minor maintenance assignments for national and European roads in Oslo and Viken in the area Maintenance East 2. The Norwegian Public Roads Administration enter into a framework agreement with up to four contractors.
The amount limit per assignments are set at a maximum of NOK 15 million excluding VAT.
The value for 2022 is estimated to NOK 40 million, divided between approx. 5-6 assignments. Further scopes are dependent on allocations. The maximum turnover for the framework agreement is NOK 200 million. over a four-year period.
The assignments can be split into measures above and below NOK 5 million. Call-offs for measures worth more than NOK 5 million shall be through mini contests. Measures worth less than NOK 5 million will be awarded directly to tenderers in turn. A call-off can consist of a portfolio of several measures that are naturally connected.
The work shall be executed in the period from contract signing in 2022 until and including 2023-12-31. There is a mutual option to extend the framework agreement for a further 1 year + 1 year on verbatim terms.

Kort beskrivelse:
The basis for the assignments can be a combination of sketches and model-based solutions.
The agreement shall ensure that the department can execute small and medium-sized construction work in an resource efficient manner.
Examples of assignments that can be covered by the framework agreement are:
• maintenance, repair, improvement or total replacement of culverts, manholes and retaining walls,
• securing and protection of drainage and drainage systems, water passages and side areas,
• rock protection
• road reinforcement (for example reinforcement of asphalt surfaces),
• visibility improvement and vegetation clearing,
• replacement and / or installation of new road signs,
• various improvement of critical deterioration of road objects.
The framework agreement is awarded to the 4 contractors who have the best proportion between price and quality, cf. the Public Procurement Regulations § 18-1 (1) letter c).
Price will be weighted with 70 % and the quality with 30 %.

Beskrivelse av opsjoner:
There is a mutual option to extend the framework agreement for a further 1 year + 1 year on verbatim terms.
Notification for triggering the option must be given in writing no later than 1 October 2023 and 1 October 2024, respectively.
