The framework agreement shall cover the contracting authority's need for locksmith services related to emergency repair works, planned maintenance works and minor renovation projects. The contract involves locksmith work including the delivery and installation of locks, fittings, door closers, doors and door automation as well as the necessary additional services to be able to carry out the assignment. The contract also includes preparedness/turnouts in case of urgent need.

The framework agreement applies for two years from signing of contract. The contracting authority has an option to extend the contract for a further 1+1 year on the same terms.

Option 1
Oslonøkkelen [the Oslo key] is a service provided by Oslo municipality. This service exists to simplify people's everyday lives by facilitating more use of premises and municipal services outside normal working hours. As part of achieving this, Oslo municipality has created a box that makes this service possible. The box contains electronics that talk to the outside world using a GSM connection. The box's task is to open and monitor doors using relays and inputs on the circuit board. As of now, Oslo municipality c/o ORIGO produces and delivers Oslonøkkelen to the customer.

The contracting authority will have a non-exclusive option for cleaning the Oslonøkkelen boxes.
Option 2
Oslo municipality would like to introduce the use of digital locks that enable access control for everyone who receives home-based services or has a security alarm. These digital locks must be from recognised manufacturers/brands with high security and must be FG-approved locks. They must also be able to be integrated with a key hub.

The contracting authority will have a non-exclusive* option for the purchase and installation of digital locks. There must also be a mutual non-exclusive** option for integrating digital locks with a key hub.
Option 3
The contracting authority must be able to order service and maintenance agreements for systematic follow-up of locking systems and door automation. This non-exclusive option is specified in Annex 3 under the "Option" tab and must be priced as stated in Annex 3 Price form, but these prices will not be included in the total evaluation sum. When larger service assignments are ordered, the tenderer must carry out an inspection and provide a cost estimate before any order is sent. The contracting authority would like to add the tenderer's standard service agreement to the service. The tenderer's standard service agreement must be included in the offer.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must be a legally established company.
Documentation Requirement: Norwegian tenderers: Company Registration Certificate
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement: The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
The contracting authority reserves the right to obtain credit ratings on its own initiative.
Teknisk og faglig kapasitet:
Requirement 1: Tenderers must have valuable experience from equivalent assignments. Equivalent assignments means locksmith services with accompanying turnouts/preparedness.
Documentation requirement 1: A brief description of the most important deliveries in the last three years, including information on the contract value, date of delivery, number of delivery points, as well as the name of the contracting authority and a description of the content of the assignment.

Requirement 2: Tenderers must have sufficient administrative and operative capacity to complete the contract.
Documentation requirement 2: A statement of the tenderer's average annual workforce and the number of employees in management over the last three years.
Requirement 3: Tenderers must have a quality assurance system that is suitable for the content of the contract.
Documentation requirement 3: A description of the tenderer's methods or system for quality assurance that is relevant to the content of the contract.
Alternative: Certificate for the company's quality system/management system issued by independent bodies which certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2015.
