The Directorate of Fisheries would like to enter into a framework agreement with a tenderer for leasing vehicles for all of the Directorate of Fisheries' office locations. The framework agreement will ensure that the Directorate of Fisheries has access to different types of leased vehicles that cover the contracting authority's needs.
The vehicles will be used for the Directorate of Fisheries' control and inspection activities. This control and inspection work is carried out from office locations that are spread out along the entire Norwegian coast. The geographical spread of the office locations means that there are large variations in climatic conditions and distances from the office location to the control and inspection object. This means that the requirements for vehicles will vary, and the vehicle's station address can influence the choice of vehicle model/vehicle type in call-offs.
The framework agreement will also include services such as a tyre hotel, electronic logbook, service, and maintenance of the vehicles.

Requirement:

Tenderers must have orderly conditions with regard to payment of tax, employer's national insurance contributions and VAT.

Documentation requirement:

Tenderers must submit a tax certificate, not older than six months, c.f. the PPR § 7-2 (2).

• Norwegian tenderers can order a tax certificate via form RF-1316 in Altinn.

• Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties.

If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Tenderers must be a legally established company.

Norwegian tenderers must present a Company Registration Certificate.

Foreign tenderers must present confirmation that the tenderer is registered in a company register or trade register, in accordance with the legislation in the country where the tenderer is established or registered.

Requirement:

Tenderers must have the sufficient financial strength to fulfil the contract.

Documentation requirement:

1: The tenderer's Annual Financial Statements including notes with the Board's and auditor's reports from the last 2 years.

2: Credit rating not older than 2 months.

If the annual accounts for the previous year have not been completed, the provisional annual accounts must be enclosed for the previous year.

Newly started companies must in another manner document the financial strength to fulfil the contract.

Tenderers can choose to rely on other companies’ capacity to fulfil the requirement for the tenderer's economic and financial position. If so, the tenderer must document the resources in the company he will rely on and that these resources will be available (cf. the commitment statement in Annex C).

The following are required in requirement A 3.1:

A 3.1 - "All vehicles under the framework agreement must be delivered with automatic transmission. The exception to this is if the contracting authority specifically requests that a certain vehicle be delivered with a manual transmission."

Furthermore, there is a requirement that Vehicle type 6 - Small lorry with internal combustion engine/internal combustion engine and electric motor must have "four-wheel drive and a trailer hitch that has a load volume of at least 3 m³", cf. requirement A 9.1.

We have been made aware that it is not possible to fulfil the combination of requirement A 3.1 and requirement A 9.1.

Since this is formulated as an A requirement that must be fulfilled, the contracting authority must cancel the contest in order to make the necessary changes to the tender documentation.

The competition is cancelled and will be re-announced after the necessary changes have been made to the tender documentation.
