The framework agreement shall cover services on/in municipal buildings/sites that are connected to:

- repairs

- maintenance

- improvements

- minor alterations

The total contract value including options is estimated at approx. NOK 28 million excluding VAT. Of this, NOK 8 million excluding VAT will be used for operations. The remaining NOK 20 million will be used for projects.

The maximum limit for the contract is NOK 30 million excluding VAT.

FYI: Nye Fjelltun School has service included in the warranty period, and should therefore not be included in this agreement before autumn 2023.

Tenderers shall present a description of the tenderer’s environmental management measures.

Tax and VAT certificates.

It is a requirement that the Tenderer does not have significant tax or VAT arrears or that an approved repayment plan exists. Norwegian tenderers shall present tax certificates from the municipality where the tenderer has his main office, as well as any approved repayment plans. These certificates must be presented before the deadline for receipt of tenders and must not be older than six months from the deadline for tenders. Tenderers can order a joint certificate for tax and VAT themselves via Altinn. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Organised economic conditions and economic ability to execute the contract.

The contracting authority will obtain a credit rating from Proff Forvalt as documentation.

Minste nivå(er) av standarder:

Tenderers must, as a minimum, fulfil the rating of 'Satisfactory'. Alternatively, when submitting a tender, the tenderer can enclose an updated credit rating from an approved credit rating company demonstrating that the tenderer has achieved an equivalent credit level. The credit rating must show the current economic situation of the company. The credit rating must be based on the most recent available accounts and it must be carried out by an agency licensed to carry out credit rating activity.

Technical personnel or technical units.

Tenderers can command the following technical personnel or technical units, particularly those who are responsible for quality assurance: For technical personnel or technical units that do not directly belong to the tenderer's company, but is the capacity that the tenderer will rely on, cf. part II, paragraph C, particular ESPDs must be completed.

Authorisation for control:

For goods or services that are complicated, or that will occasionally be used for a special purpose: Will the supplier allow control of the supplier's production capacity or technical capacity and, where necessary, of the examination and research facilities available to the supplier, and of quality control measures? The control will be performed by the contracting authority or the contracting authority can hand this over to a competent public organ in the state where the tenderer is established.

The portion of the contract to be performed by sub-contractors.

The tenderer is considering to leave the following part (percentage) of the contract to sub-suppliers. Note that if a tenderer has decided to leave a part of the contract to sub-suppliers and rely on sub-suppliers' capacity to carry out this part, a separate ESPD is required for such sub-suppliers, see part II, section C above.

The tenderer must have experience from at least two assignments of relevant nature, scope and complexity.

The tenderer must attach a list of the most important relevant assignments in the past three years, including information on: - Scope of the assignment - Time frame for delivery and value - Reference person (name, telephone and email)
