Kort beskrivelse:

The framework agreement will cover the need for glazier services in emergency improvement work, as well as for general maintenance of the municipality's buildings, when glass and glass work is the main delivery.

A more detailed description of the assignment content is in the tender documentation, annex 1 'Requirements Specification'.

The contracting authority would like to enter into a contract with a tenderer for glass work services.

The contracting authority will be free to use the framework agreement or go to the market for procurements exceeding NOK 200,000 excl. VAT.

The contracting authority has separate framework agreements for trade services within individual professions, which will be used when the glass work profession is not the main delivery. Procurements made by turnkey contractors will not normally be a call-off under the contracting authority's framework agreement.

The contract duration is 2 years with an option to extend one or more times for up to 2 years. The total contract period will be 4 years if the full option is activated.

Egnethet til å utøve yrkesvirksomheten:

Requirement 2 - Registered in a register of business enterprises.

Tenderers must be a legally established company and be registered in a business register. Documentation requirement: Norwegian companies: Company Registration Certificate. Foreign companies: Proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the tenderer is established.

Requirement 3 in the tender documentation - certified master company.

Tenderers must be a certified master company in accordance with the Act on master certificates in trades and other industries'. Documentation requirement: Norwegian companies: Company Registration Certificate. Foreign companies: Proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the tenderer is established.

Requirement 4 in the tender documentation - Economy:

Tenderers are required to be economically and financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the entire contract period. Documentation requirement: Expanded credit rating/report, not older than 3 months from a publicly certified credit rating company with score A (credit worthy) or equivalent or better score. The report must be based on the last known fiscal figures. The date must be clear. If a tenderer has valid reasons for being unable to present the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other documents that the contracting authority deems suitable.

Requirement 5 in the tender documentation - Implementation ability:

Tenderers are required to have an organisation that has the administrative and operative capacity to fulfil the contract. Documentation requirement: An account of the tenderer's average annual workforce, including a specification of the number of employees within the glazier profession, and the number of employees in management in the last three years.

Requirement 6 in the tender documentation - Experience:

Tenderers are required to have an organisation that has the administrative and operative capacity to fulfil the contract. Documentation requirement: A list of the most important deliveries or services performed in the last five years, including information on the contract value, date of delivery, a short description of the assignment's content, as well as the name of the contracting authority with the orderer's contact information.

Requirement 7 in the tender documentation - Quality management system:

A good and well-functioning quality management system is required for the services that shall be provided. The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement. Documentation requirement: An account of the tenderer's quality management system or copy of a certificate for the quality management system in accordance with ISO 9001:2015 or equivalent certificate.

Requirement 8 in the tender documentation - Environmental management system:

Systems and procedures are required that ensure low environmental impact when performing the delivery. The environmental management system must as a minimum ensure continual improvement of:

The organisation's competence in the environment and security, the service's impact on the climate, procedures and measures to limit the environmental impact of the delivery, including, amongst other things, transport, packaging handling, disposal of equipment, handling of hazardous waste, training of personnel, etc. Documentation requirement: An account of the tenderer's environmental management system or a copy of the environmental management system certificate in accordance with ISO 14001:2015, Miljøfyrtårn [Eco-lighthouse], EMAS or an equivalent certificate. The contracting authority will accept other documentation of equivalent environmental management measures if the tenderer does not have the possibility to obtain such certificates by the deadline and this is not the tenderer’s fault. This requires that the tenderer documents that these measures are equivalent to the requested quality assurance standards or environmental management systems or standards.
