The assignments will be geographically limited to that which was formerly Oppland county, and the geographical areas that are to be served are as follows:
- Gudbrandsdalen
- Lillehammer and Gausdal
- Dokka and Valdres
- Gjøvik, Toten and Hadeland
The Contracting Authority intends to enter into an agreement with 1 tenderer per geographical area. Tenderers can submit tenders for one or more geographical areas, and a separate award assessment will take place for each geographical area. For example, it will be possible for a tenderer to win one geographical area and lose in another with identical offers. Meanwhile, the same tenderer can also be assigned contracts in multiple geographical areas.

Beskrivelse av fornyelser:
The contracting authority will have the unilateral right to extend the contract for an additional 1 year + 1 year. If the contracting authority decides that the contract will not be extended, the contracting authority will provide written notification to the tenderer of this at the latest 3 months before the contract period expires.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Documentation requirement:
Norwegian companies: Tenderers must be a legally established company. Norwegian companies must document this with a Company Registration Certificate.
Foreign tenderers: Foreign tenderers must be able to prove that the company is registered in a trade or business register or a Register of Business Enterprises as prescribed by the legislation of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Sufficient economic and financial standing is required to fulfil the contract.
Documentation requirement:
Tenderers shall not enclose any documentation. The Contracting Authority will obtain credit rating/financial data itself.
If the tenderer is not credit worthy or if the tenderer wants to document that their credit rating gives a misleading picture of the economic situation, the economic and financial standing can be established with other documentation. Tenderers should particularly justify why the credit rating is not presented or why it gives a misleading picture.

For companies without a score in the Bisnode database, the contracting authority will consider the accounting figures and, if necessary, obtain external assistance to assess the tenderer's economic and financial position. Tenderers with temporarily reduced credit rating due to reported demerger/merge or similar events, must /fission/fusion or equivalent, may be approved.

Teknisk og faglig kapasitet:
a. The tenderer must have good experience from similar assignments / deliveries (i.e. assignments of the similar nature, complexity, degree of difficulty, size and scope) with associated services.
Documentation requirement:
The tenderer must provide a list of the most important relevant deliveries in the last five years, including information about the contracting authority, type of contract, value, time and recipient (name and e-mail), as well as a brief description of the delivery's content, scope and obligations.

b. The tenderer is required to have sufficient ability and capacity to carry out the contract.
A statement of the tenderer’s organisation and resources for implementation of the contract.
c. Tenderers are required to have a good and well-functioning quality assurance system/routine for the services that will be provided.
A copy of the system certificate issued by an accredited certification body or equivalent documentation (ISO 9001 or similar).
Alternatively:
A statement describing the tenderer's quality assurance system/routines and applicable control systems. In addition, the description shall include procedures and check-lists for the services offered in the contract that show satisfactory quality assurance of the deliveries/services.

d. Tenderers are required to have environmental management certification.
A copy of a certificaet issued by an accredited 3rd party (EMAS, ISO 14001, Miljøfyrtårn or similar).
e. The tenderer must have the necessary certification to be able to carry out work on electrical installations in Norway.
A copy of approval as an installer and registration in - and a registration certificate.
