This procurement will cover the contracting authority's need to purchase equipment for document scrutiny in the form of radiation units/microscopes.
The Norwegian Police Service currently has several service locations that are equipped to check, inspect and assess the authenticity of ID documents, etc. There is a need for a tenderer who can offer relevant products, services and maintenance, consultancy and necessary follow-up.

The general aim of the procurement is that it shall contribute to:
• Users being able to perform their work assignments quickly and rationally
• Secure and stable operation with good products and cost-effective solutions
The contracting authority wants a professional collaboration partner that is future-oriented with good quality and functional that also follows the developments in the market.
The contract will ensure that the police have:
• Access to stable, appropriate and cost-effective equipment for the 1st, 2nd and 3rd line.
• Robust and operationally secure and reliable products that are adapted to support the Contracting Authority's tasks in a favourable manner
• Service and maintenance of equipment, cf. Annex 1 Attachment 1
• Necessary maintenance and upgrade of software so that the equipment functions properly, cf. Annex 1 Attachment 1
• Standardised equipment solutions based on the relevant work situation and actual needs
• Effective training and support from the tenderer and third-line consultancy services when the equipment is standardised and familiar.
• The most uniform protocol possible with documented controls/scrutiny across the service locations.
• Good and cost-effective solutions (software and hardware)

Qualification Requirement:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
• Norwegian tenderers: Company registration certificate
• Foreign tenderers: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Documentation requirement:
- A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
If deemed necessary, the contracting authority will obtain a credit assessment, from a credit information agency with a license to provide such services. This will be a supplement to the documentation given in the tender.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

1 Tenderers must have a good and well-functioning quality assurance and management system for the products that will be delivered.
2 Tenderers must have an established environmental management system.

1 Documentation requirement:
Tenderers must submit documentation of the quality assurance system and management system. The following documentation will be accepted:
Certificate of the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards in accordance with ISO 9001 or equivalent,
or
A description that, as a minimum, covers the company´s procedures/routines for:
- Dealing with deviations and claims
- Approval of sub-suppliers
- The process from the receipt and registration of orders until delivery at the customer.
2 Documentation requirement:
Tenderers must submit documentation of their environmental management system. The following documentation will be accepted:
• Valid attestation/certificates issued by independent bodies (e.g. ISO 14001, EMAS, Miljøfyrtårn or equivalent systems), or
• A description of the tenderer´s own environmental management system. As a minimum, the description must include which methods the tenderer uses to work actively and systematically to reduce negative impacts on the environment for its activities, such as, for example, delivery of the equipment, how the tenderer works to reduce the amount of packaging and to ensure that a larger portion of the packaging material is recycled.

The contract conditions are regulated by SSA-R Framework agreement for the purchase of goods and services within ICT and consultancy services with attachments.
The contract with annexes is part of the tender documentation, and it is the Tenderer's obligation to understand all the terms in the contract. All the terms in the contract with annexes will be considered to be accepted by the Tenderer, unless specific reservations are expressed, cf. point 3.5.
