Oslo Municipality, c/o the Agency for Health, Dental Health Service Department, (hereafter called the contracting authority), invites tenderers to an open tender contest for a framework agreement for dental consumables.
The aim of this procurement is to cover the contracting authority's total need for dental consumables during the entire contract period. The contract will cover, amongst other things:
• preservative treatment
• Impression materials
• consumables for prosthetics
• cannulas
• drills
• instruments
• consumables for endodontics
• suction/sutures
• various other dental consumables
The contracting authority needs a contract with a tenderer that has a full assortment of dental consumables.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement: Tenderers must be a legally established company.

Documentation: Norwegian companies: Certificate of Business Registration

Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Requirement: Tenderers must have the economic capacity to carry out the assignment.

Documentation: The company's last Annual Financial Report including notes, the Board's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal figures.

The contracting authority reserves the right to obtain credit ratings on its own initiative.

Teknisk og faglig kapasitet:

Requirement 1: Tenderers must have good experience from equivalent assignments.

Equivalent assignments means major customers with several delivery addresses.

Documentation: A short description of the most important deliveries in the last three years, including information on the contract´s value, delivery date, number of delivery places and the name of the contracting authority, as well as a description of the content of the assignment.

Requirement 2: Tenderers are required to have a quality assurance system.

Documentation: If a tenderer has certificates from independent bodies documenting the quality assurance system, e.g., ISO 9001 or equivalent, these can be presented as documentation.

If a tenderer does not have certificates from independent bodies, a description must be submitted of the methods for quality assurance, as well as the contents of the quality assurance system.

Requirement 3: Tenderers are required to have implemented measures for control of the supplier chain that enable compliance with the social contract terms in the contract formula, chapter 8.

This means that the tenderer has, as a minimum, guidelines or similar measures that apply to the business and the supply chains under this contract.

Documentation: Copy of guidelines or an equivalent document for control of the supplier chain, which at least includes an obligation to comply with the social contract terms in the contract formula, chapter 8, in their own company and in the supplier chain.

Requirement 4. Environmental management measures must have been established, which ensure that the tenderer is suitable to comply with the contractual obligations for environmental regulations.

This means that the tenderer must have methods for working actively and systematically with reducing negative environmental impact from activities connected to the implementation of this contract.

Documentation: A description of the tenderer's environment management measures.

If a tenderer has certificates from independent bodies that can substantiate an established environmental management system, certificates thereof can be presented as documentation.

The contracting authority refers in this connection to the EMAS (Eco-Management and Audit Scheme) , or other acknowledged environmental management systems stated in the decree (EF) no. 1221/2009 article 45, such as the Environmental Lighthouse Scheme or equivalent, and other environmental management standards that are based on relevant international standards from accredited bodies, e.g., ISO 14001 or equivalent.
