This framework agreement is a new framework agreement that will replace two previous independent framework agreements that will both end ini 2022. The first of these is a framework agreement for cleaning products, plastic and paper products, and disposable products (the mentioned product groups make up the main category 1 in the co-procurement contract for consumables). The other is a framework agreement for office supplies, copy paper, and school material (the mentioned product groups make up the main category 2 in the co-procurement contract for consumables).

The start-up date for main category 1, including underlying product groups, will be when the contract is signed. The start-up date for main category 2, including underlying product groups will be 8.11.2022.

Beskrivelse av fornyelser:
The contracting authority has an option to extend the contract for a further 1+1 year on the same terms.
Beskrivelse av opsjoner:
The contracting authority will have a non-exclusive option for cleaning machines. The tenderer will be obliged to deliver. These are standard cleaning machines such as vacuum cleaners, floor washing machines, polishing machines, etc.
In addition, the contract includes non-exclusive options for coffee/tea with accessories and customer adapted sorting and waste bags.

Requirement: Tenderers must be a legally established company.
Documentation Requirement: Norwegian tenderers: Company Registration Certificate
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement: The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
The contracting authority reserves the right to obtain credit ratings on its own initiative.
Teknisk og faglig kapasitet:
Requirement 1: Tenderers must have experience from equivalent assignments. Equivalent assignments means a large number of delivery points.
Documentation requirement 1: A brief description of the most important deliveries in the last three years, including information on the contract value, date of delivery, number of delivery points, as well as the name of the contracting authority and a description of the content of the assignment.

Requirement 2: Tenderers must have sufficient capacity to comply with the contractual obligations.
Documentation requirement 2: A statement of the tenderer's average annual workforce and the number of employees in the management in the last three years.
Requirement 3: Tenderers must have a quality assurance system adapted to the content of the contract.
Documentation requirement 3. A description of the tenderer's methods for quality assurance.
Alternative: Certificate for the company's quality system/management system issued by independent bodies which certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2015.
Requirement 4: A quality assurance system must be established which ensures that the tenderer is suitable to fulfil the contractual obligations for environmental regulations (see the contract point 6.4).
This means that the tenderer must have methods for working actively and systematically on reducing negative environmental impact from the activities related to the implementation of this contract.
Documentation requirement 4: A description of the tenderer's environmental management measures. If a tenderer has certificates from independent bodies that can substantiate an established environmental management system, certificates thereof can be presented as documentation. The contracting authority here refers to the EU scheme EMAS (Eco-Management and Audit Scheme), other acknowledged environmental management systems stated in the decree (EF) no. 1221/2009 article 45, such as the Environmental Lighthouse Scheme or equivalent, or other environmental management standards that are based on relevant European or international standards from accredited bodies, e.g., ISO 14001 or equivalent.

Requirement 5: Tenderers are required to have implemented measures and systems that ensure that the tenderer is suitable to fulfil the social contractual requirements in point 6.5.
This means that the tenderer has implemented measures and systems that are used in the tenderer's work to ensure respect for basic human and employee rights in his own company and in the supplier chain.
Documentation requirement 5: A description of the management of the supplier chain. Tenderers must:
- Attach a copy of the ethical guidelines or equivalent document that, as a minimum, covers an obligation to respect basic human and employee rights in the company and in the supplier chain.
- A description of how sub-suppliers and business associates included in the supplier chain will be made aware of ethical guidelines or an equivalent document for the products covered by this contract.
- Describe, or present a copy of the routines for how the tenderer works with assessments of due care. The documentation ought to show how the tenderer will identify and prioritise the risk of breaches of basic human and employee rights. The documentation ought to give an overview of relevant control measures and sanctions that will be implemented in the event of a breach.

- Describe how the tenderer collects and maintains an overview of countries of origin and production places that are involved in supplier chains for the products in this contract.
