Framework agreement for consultancy services within petroleum

The Ministry of Petroleum and Energy (OED) has in several connections a need to undertake independent assessments of, and assistance with the work on different petroleum related and associated problems within the ministry's areas of responsibility. OED can require external assistance at such times. We emphasise a breadth in competence, tenderers ought, to a large degree, be able to cover several topic areas within socio-economics, industrial economics, business economics, finance, resource management, insight and understanding in the global and regional energy markets, as well as more policy related problems. Competence within organisation development can also be relevant.
On this basis, OED would like to enter into parallel framework agreements with up to four different tenderers.

Kort beskrivelse:
On this basis, OED would like to enter into parallel framework agreements with up to four different tenderers. The framework agreement has a three year duration from signing of the contract, with an option to extend for an additional year. The award of individual contracts within the framework agreement will be made both by a fixed distribution and mini-competitions, in accordance with the terms stated in annex 2 of the framework agreement (SSA-R).

The number of parallel framework agreements will depend on the number of received tenders from qualified tenderers. If there are fewer than four qualified tenderers that submit a tender in the contest, the number of tenderers that are awarded a framework agreement will be reduced.

We encourage the use of sub-suppliers who have necessary additional competence. The estimated cost limit is approx. NOK 1 - NOK 2 million excluding VAT a year, total NOK 10 million excluding VAT over the entire contract period of four years (including the option). This is a non-binding estimate from the contracting authority, and the value of the contract can be higher/lower depending on the need that arises in the contract period. The intention is that the framework agreement will cover OED's need for assistance with the work on different petroleum related problems, but without there being a procurement obligation. The framework agreement is not exclusive.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.
Økonomisk og finansiell stilling:
Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Teknisk og faglig kapasitet:
Requirement: Tenderers must have sufficient ability and experience to carry out the delivery.
Documentation:
A description of the tenderer´s three most relevant assignments in the last three years, together with information about the contracts values, dates of deliveries or executions and names of recipients.
Relevant assignments means assignments that show experience within one or more of the following areas: Economic calculations in the petroleum sector, socio-economic analyses within the petroleum sector, industrial economic analyses, analyses of the petroleum sector in the Norwegian economy, analyses of global and regional energy markets, analyses of policy use within energy and climate policies.

Tenderers are responsible for ensuring that the description is of such a nature that it verifies compliance with the requirement.
Requirement: Tenderers must have sufficient capacity to carry out the delivery within the specified limitations and deadlines.
• A statement of the tenderer's average annual workforce in the last three years.
Requirement: Tenderers must have sufficient competence to carry out the agreement.
An overview must be presented of the educational and professional qualifications for employees with relevant knowledge and experience. Relevant knowledge and experience means experience from equivalent fields with the complexity or scope as requested in this tender documentation, cf. also the assignment description in annex 1.
