The contracting authority would like tenders for a framework agreement for consultancy services within the following two sub-contracts:

Organisation development and management development

Working environment survey
The objective of the tender contest is to enter into a framework agreement for consultancy services related to consulting, and project support regarding the development of the organisation, and for carrying out a working environment survey. The first working environment survey is scheduled to be held in 2022. The assignment for the working environment survey will include planning, implementation, delivery, training, and the presentation of reports. The aim is to carry out the survey in December 2022, and that the reports are submitted during January 2023.
The purpose, needs, and scope are detailed in annex 1 of SSA-R.

5.1. Tax certificate
Requirement: Documentation requirement
Norwegian tenderers must have their affairs in order regarding the payment of tax, employer contribution and value added tax (VAT). Tax certificate
The certificate must not be older than six (6) months from the tender deadline.
5.2 The tenderer’s organisational and legal position
Tenderers must be a legally registered company. The certificate must not be older than six (6) months from the tender deadline. Norwegian companies: Company registration certificate.
Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

5.3 The tenderer´s technical and professional qualifications
Requirement: Documentation requirement
Tenderers must have experience from comparable assignments. Description of up to three of the tenderer’s most relevant assignments in the last three years. The description must include a statement of the assignment value, date and recipient (the organisation's name, contact person, telephone and email). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of the personnel that can be used for this assignment, even if the experience was acquired whilst the personnel was in the service of another employer.

5.4 The tenderer's quality assurance system
Tenderers must have a quality assurance system relevant to the content of this contract. A description of the tenderer´s quality assurance methods.
Alternative: Certificate for the company's quality system/management system issued by independent bodies which certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2015.
