The Norwegian Defense Research Establishment (FFI) has taken some important steps to modernize the organisation and meet future deliveries to society. We are growing and are still working on organisational development, as well as the organisation's adaptation to a new organizational structure. We work with management development programmes, strategy processes, employee's satisfaction surveys, and the establishment/further development of management systems throughout the organisation. We want to take conscious steps to ensure a good working environment, quality in management expertise and organise the organisation towards psychological security and continuing to be a good and attractive workplace. Our HR environment is in a development phase and is not dimensioned to undertake the listed services in this agreement and at the same time comply with other requirements and carry out ongoing tasks in the unit.
The Norwegian Defense Research Establishment (FFI) therefor needs involve external consultancy service to cover this need.

The contracting authority wants to enter into a framework agreement for 2 years with the option for extending the agreement for 1+1 year. To a total of 4 years with 1 tenderer.
The framework agreement includes the following:
Management development, management support, assistance in the development of teams/management groups, coaching and counseling in the prevention of conflicts, as well as professional assistance in conflict management, and counseling and support for the implementation of activities related to crisis management. This shall cover assistance for HR support, training, procedural support, group guidance and one-on-one counseling for employees and managers within the listed fields. Egnethet til å utøve yrkesvirksomheten:
The tenderer must substantiate that the resources offered are professionally qualified to provide the services covered by this framework agreement.
Økonomisk og finansiell stilling:
The tenderer shall have a healthy economy and the financial capacity to fulfil the assignment/agreement.
Minste nivå(er) av standarder:
The credit rating must be carried out by a publicly certified credit rating agency.
The rating must be at least A-Creditworthy or AN- a newly established enterprise.
If for valid reasons the tenderer is unable to submit the documentation as requested by the Contracting Authority, the tenderer may prove its economic and financial standing with any other document that the Contracting Authority is able to accept.
Teknisk og faglig kapasitet:
Tenderers shall have sufficient implementation ability, including capacity and manpower to cover the Norwegian Defense Research Establishment's (FFI) needs. The tenderer must substantiate sufficient capacity to undertake the assignment.
Minste nivå(er) av standarder:
The tenderer must offer a minimum of two persons with the right competence and experience necessary for the execution of the agreement.
