Kort beskrivelse:
A framework agreement will be signed with one tenderer. The framework agreement goes until 31.12.2023. The Contracting Authority will have the option to extend the framework agreement for a further one + one year. The option will be taken out automatically for a period of one year at a time, unless otherwise notified in writing by the contracting authority no later than 3 months before the end of the current contract period.

The duration of the framework agreement including option years is limited to 31.12.2025.
The procurement is based on a discount model, wherein, under the "Product group discounts" tab in the Price matrix, the tenderer offers fixed discounts for all products in the tenderer's products assortment that reasonably fall under the Contracting Authority's specified product groups. The discounts will be fixed for the entire contract period, including possible option years, and will be stated in the tenderer's official price list, which will be locked as of 25.08.22, excluding VAT. The discounts will be automatically applied to the Contracting Authority's volume products under the "Volume products" tab in the Price matrix. The "Volume products" tab in the Price matrix contains the volume products that are part of the procurement, which serves as the basis for evaluation of the award criterion Price. The scope of the contract beyond volume products will be minimal.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The qualification requirements must be fulfilled at the latest on the date of the tender deadline.
Documentation of the fulfilment of all of the qualification requirements must be submitted along with the tender.
1.6.1 Tax certificate: Tenderers must have their tax and duty payments in order.
Documentation requirement: The tax certificate must not be older than 6 months old at the deadline for submitting a request for participation in the contest or a tender.
1.6.2 Registration, authorisations, etc.: Tenderers must be a legally established company and must be registered in a company register or trade register in the country where the tenderer is established.
Documentation requirements: Norwegian tenderers: Company Registration Certificate. Foreign tenderers: Confirmation that
the company is registered in a company register, professional register or a trade register in the state where the tenderer is established.
Økonomisk og finansiell stilling:
1.6.3 Economic and financial capacity: Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Credit score A (Bisnode) or equivalent is required.
Documentation requirement: A printout of a credit rating showing the financial ranking must be attached to the tender.
The credit rating must not be older than 3 months. A definition of the symbols that the credit rating institution uses must be enclosed so that the contracting authority can assess different ratings up against each other.
Minste nivå(er) av standarder: Credit score A (Bisnode) or equivalent is required.
Teknisk og faglig kapasitet:
1.6.4 Technical and professional qualifications: Tenderers must have experience with similar assignments.
Documentation requirement: An overview of the most important product and/or service deliveries completed by the tenderer over the last three years. The overview shall indicate:
- The contractual value
- The name of the recipient (contracting authority)
- The date of the delivery or execution
1.6.5 Technical and professional qualifications: The tenderer is required to have a functioning quality assurance system
Documentation requirement: Documented by a description of the tenderer’s quality assurance system.
