The contract duration is 2 years with an option to extend one or more times for up to 2 years. The total contract period will be 4 years if the full option is activated.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1 - Taxes and duties: Tenderers must have their tax and VAT payments in order in the country where they are established.
Documentation requirement: Tax and VAT certificate. The certificate can be downloaded from Altinn.no. The certificate must not be older than 6 months from the tender deadline.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement 2 - Registered in a register of business enterprises. Tenderers must be a legally established company and be registered in a business register. Documentation Requirements: Norwegian companies: Company Registration Certificate.
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement 3 - Finances: Tenderers must have an economic and financial solidity that gives the contracting authority confidence that the tenderer will be economically viable throughout the entire contract period.
Documentation requirement: Expanded credit rating/report, not older than 3 months issued by a publicly certified credit rating agency with score A (credit worthy) or equivalent, or a better score. The report must be based on the last known fiscal figures. The date must be clearly stated.

If a tenderer has valid reasons for being unable to present the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other documents that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
Requirement 4 - Implementation ability: Tenderers are required to have an organisation that has the capacity to implement in accordance with the contract.
Documentation requirement: A description of the tenderer's technical personnel or technical units that the tenderer has access to for fulfilment of the contract, regardless of whether they belong to the company or not.
Requirement 5 - Experience: Good experience is required from equivalent contracts.
Documentation requirement: A list of the most important deliveries or services performed in the last five years, including information on the contract value, date of delivery/contract period, a short description of the assignment's content, as well as the name of the contracting authority with the orderer's contact information. Annex 6 'Template for Reference Overview' is to be completed.

Requirement 6 – Quality management system
A good and well-functioning quality management system is required for the requested services
The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.
Documentation Requirement: Statement of the tenderer's quality assurance system or copy of a certificate for the quality control system in accordance with ISO 9001:2015 or an equivalent certificate.
Requirement 7 - Environmental management system: Systems and procedures are required that ensure a low environmental impact when carrying out the delivery.
The environmental management system must, amongst other things, ensure continual improvements to the organisation's competence in the environment and safety, and the service's effect on the climate.
Documentation Requirement: An account of the tenderer's environmental management system or a copy of the environmental management system certificate in accordance with ISO 14001:2015, Miljøfyrtårn [Eco-lighthouse], EMAS or an equivalent certificate.
