The contracting authority would like to enter into a framework agreement for catering services for the contracting authority's premises. The framework agreement includes the delivery of food for meetings, etc., preferably within normal office hours.

Lillestrøm Municipality, hereafter called the contracting authority, invites tenderers to an open tender contest for a framework agreement for catering.

Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must be registered in a company register or trade register in the country where the tenderer is established.
Documentation: The tenderer must upon request, substantiate this by presenting registration in a professional register, a trade register or other enterprise register as prescribed by the law of the state where the tenderer is established, for example the Brønnøysund Register of Business Enterprises.

Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient economic and financial strength to be able to comply with the contractual obligations.
Documentation: Tenderers must substantiate this by submitting extracts from the company's annual accounts for 2021 and the auditor's audit report. If this has not been completed, attach the company's financial statements for 2020 and the auditor's report.

Companies that cannot fulfil the requirement for extracts of Annual Financial Statements, may alternatively submit the business plan with the overall plan for funding.
During assessment of the tenderer's financial and economic position, the contracting authority will collect a credit evaluation from Dun & Bradstreet Norge AS.
Teknisk og faglig kapasitet:
1. Competence and implementation ability
Requirement; Tenderers must have sufficient implementation ability demonstrating that the tenderer can fulfil the contract.
Documentation: Tenderers must, if requested by the contracting authority, document this by submitting a general description of:
The company’s business concept and core competence related to the scope of the delivery.
An overview of the company's history, organisation.
How the tenderer is organised for the implementation of this contract. The use of collaboration partners or sub-suppliers must be described.
2. Experience from similar assignments.
Requirement: Tenderers must have experience from similar deliveries that show that they can fulfil the contract. Equivalent means the delivery of a framework agreement/contract where there have been several orders from different locations on the same day.

Documentation: Tenderers must substantiate this by providing a list of the most important relevant deliveries in the last three years, including information on why the reference is considered relevant, the date, value, and the contracting authority.
The contracting authority must be able to contact the contact persons who are listed.
