Rana Municipality is situated in Nordland County and with its 4,463 km2 is Norway's 4th largest municipality in area. The town of Mo i Rana is the centre of Rana Municipality. The municipality has just under 26,000 inhabitants, which makes it the third largest municipality north of Trondheim in Norway.

The framework agreement is for the provision of auditing services, including Mo i Rana Havn KF and Rana Byggdrift KF.
The total value of the contract is estimated to be approx. NOK 5.6 million excluding VAT, including the option period.
The requested services consist of statutory auditing (audit, performance audit, and company control), as well as some non-statutory services such as administration control and providing consultancy services to administrative bodies.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minste nivå(er) av standarder:
The tenderer's certified annual accounts and annual report, as well as the auditor's report for the last three fiscal years. Credit rating carried out by a company that has a licence from the Norwegian Data Protection Authority to carry out credit assessments, i.e., a 'credit information bureau that carries out credit assessments of one-person companies and entities'. The credit rating must show minimum 'credit worthy' or equivalent in order for the contracting authority to approve the tenderer's economic and financial standing. The credit rating must not be older than 6 months.

Teknisk og faglig kapasitet:
Tenderers are required, in general and particularly for the executing personnel, to have sufficient experience, competence, and work capacity to provide the services requested in this contest.
Minste nivå(er) av standarder:
At least 8 deliveries that were carried out during 2019, 2020, and 2021 must be described with the following information:
- Audit assignments that were delivered to at least 3 municipalities, and
- Different performance audit assignments within service areas that were delivered to at least 3 municipalities, and
- Performance audit assignments within at least one municipally owned company, and
- Company control assignments that were delivered to at least 1 municipality.
For each of the above-mentioned deliveries, information must be provided on the municipality's name, the assignment's title, value, delivery year, and which supervisory board secretariat can be used as a reference for each assignment. Joint requirements for all employees working on the assignment.

The working language must be Norwegian.
The offered personnel must have experience from corresponding assignments in municipalities.
Relevant competence in this contest is based on the requirements set for auditors in the Local Government Act, (LGA) and in the regulations on supervisory boards and audits (FR) for:
Requirements for education and practice for the auditor responsible for the assignment (FR section 9).
Requirement regarding conduct for the auditor responsible for the assignment (LGA section 24-4).
Requirements for the auditor's independence and objectivity (LGA section 24-4 and FR sections 16, 17, and 18).
