The overall aim of the procurement is to ensure that DSB has a framework agreement that can be used for a joint tool for crisis management for the entities mentioned in the tender documentation points 1.1 and 1.2, including:
• Facilitate preparedness planning before a crisis
• Give good decision support for the entities during a crisis
Logging of events, messages, decisions, resource allocations, measures,
and assignments
• Facilitate information sharing and a joint understanding of the situation
• Ensure notoriety in and after a crisis

Kort beskrivelse:
The preparedness and crisis support tool must contribute to coordinating and organising information during unwanted events, where directors, public administrators, civil defence districts, municipalities, etc., are involved in the management. This applies regardless of the event's scope, duration, sector responsibility, and nominated management department.

Økonomisk og finansiell stilling:
1. Tenderers must be creditworthy. Documentation requirement: Credit assessment of the tenderer, not older than 6 months from the deadline for receipt of tenders. The credit rating must contain an assessment of the tenderer’s payment history/reliability. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. If a tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. a parent company), an equivalent credit rating must be submitted thereof. Furthermore, a legally binding and signed confirmation must be enclosed from this company stating that it has joint and several liability under the contract.

2. Tenderers must have the financial capacity to execute the contract for the entire contract period. Documentation requirement: Presentation of the fiscal figures from the last available Annual Financial Statements, showing the tenderer’s turnover. (Not required if the accounts' key figures are shown in the credit rating).

2. Tenderers must verify a turnover of minimum NOK 100 million including VAT in the last 24 months.
Teknisk og faglig kapasitet:
1. Tenderers must have considerable experience from deliveries with an equivalent nature and scope. Documentation requirement: An overview of up to 5 of the tenderer's most important deliveries in the last 3 years.
It is the tenderer's responsibility to document the relevance through a short description.
The description must include the name of the client and the date of delivery. The name of the contact person must be given, as well as the telephone number and e-mail address. The description must also include the value of the delivery.
2. Tenderers must have sufficient capacity to complete the delivery during the entire
contract period. Documentation Requirement: 1. A description of the technical personnel or
technical units, particularly those who are responsible for quality control, which the tenderer has at disposal to fulfil the contract. 2. Information on education and professional qualifications for the available resources
that the tenderer has at its disposal for executing the contract. Must be documented by a short description and CVs for the offered personnel.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
Independent call-off contracts will be entered into for affiliated entities. A template for call-off contracts will be formulated when the tender invitation is sent out.
