The aim of the Framework Agreement is to ensure that the contracting authority has access throughout the entire contract period to assistance with relevant competence to cover the contracting authority's ongoing need for services.

A parallel framework agreement will be entered into with up to 3 tenderers (hereafter called ‘tenderers’). Each tenderer must present documentation in the contest confirming that the tenderer can solve the assignments described by the contracting authority.

The aim of the framework agreement is assistance with competence and extra capacity for working out estimates, calculations, LCC calculations, uncertainty analyses, and cost control for construction projects. The work will cover both new buildings and renovation projects.

The assistance will, amongst other things, include:

- calculations and LCC calculations for reviewing needs

- calculations and LCC calculations for drafts and preliminary projects

- Cost/evaluation of benefit for prioritising component and material choices connected to climate and environmental requirements

- Quality assurance of calculations and LCC calculations

- Control of the contractor's calculations in partnering contracts

- Uncertainty analyses

- Assistance when choosing an execution and contest strategy

- Assistance with evaluating tenders

- Assistance with financial follow-up of projects in the engineering design and construction phases. The assignments under the framework agreements will most be planned, but the contracting authority can need assistance at short notice with short delivery deadlines.
