The intention of the framework agreement is to ensure Statsbygg's need for consultancy engineering services and architectural services in Vestfold og Telemark and parts of Viken. Some assignments in adjacent geographical locations may apply.

The assignments included in the framework agreement mainly include engineering design services for renovation and alteration projects. However, the development and minor new buildings' projects may be included. The contract will also include the preparation of feasibility studies, condition analyses, and general advice.

Statsbygg's buildings mainly consists of public buildings. The properties can be listed and it may be necessary to keep them in operation whilst the renovation or alteration work is executed.

Assignments under this framework agreement will mainly be for projects with a project cost under NOK 20 million. Please note that the framework agreement does not represents any purchase obligation for Statsbygg. Statsbygg is free to call for tenders for individual individuals agreements within the scope of the framework agreement.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must be a legally established company. Company Registration Certificate, foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the business is registered.

Økonomisk og finansiell stilling:

Tenderers are required to have satisfactory financial implementation ability. The size of the turnover, seen in relation to the contract value, can be emphasized. Statsbygg will carry out a credit rating of the tenderer. Tenderers can, in addition, be asked to submit the auditor confirmed annual accounts.

Teknisk og faglig kapasitet:

Qualification requirement: Tenderers must have sufficient professional qualifications to be able to declare liability for development class 3, cf. CASE 10 § 13-5, for the function engineering designing for the following disciplines: Architecture, Structural safety, Building physics, Sanitary installations, Fire concept, Extinguishing installation. Documentation that shows that the tenderer has the necessary and relevant professional qualifications to implement measures included in the function, enterprise classification and approval area as specified in the requirement for the relevant discipline. Or documentation verifying central approval for the function, the enterprise classification and the approval area as specified in the requirement for the relevant discipline. The tenderer must have good experience from assignments of comparable value *. Engineering design services for renovations and alterations (cf. Point 2.1 General above) An overview of the most important relevant assignments in the last three years containing information about: The assignment, the Contracting Authority, the scope of the project in m2 and NOK, Type of building, the Tenderer's function in the given reference project, Implementation date. The tenderer must have the necessary capacity to carry out the agreement for the disciplines: RIB/RIBFY RIV RIVA RIE RIBR RIM RIEN RIAKU ARK LARK IARK. An overview of number of employees with competence in engineering design for all professional disciplines. The overview must be divided into disciplines, levels of competence and workplace, etc. Requirements for response time are given in point 2.5 above. The overview shall further specify which disciplines and competence levels the provider itself has among its employees, and which disciplines the provider intends to outsource to a sub-provider**.
