The assignment includes assessment of up to 300 fur farms with associated machinery and plants. The facilities are all over Norway, but are mainly concentrated in Jæren in Rogaland, in Trøndelag and in Innlandet counties. Some of the plants are demolished or in the process of being demolished. See SSA-R [Framework agreement governing the purchase of goods and services within ICT and consultancy services] Annex 1 for a further overview. The contracting authority wants the facilities to be appraised during 2022.

The contracting authority has an exclusive option for an extension for twice for one year at a time. This means that the maximum total agreement period is three years.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have an economic and financial standing that makes it able to fulfil its contractual obligations throughout the entire contractual period. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
The tenderer's tax and VAT payments must be in order.
Tenderers shall have sufficient capacity and execution capabilities.
The tenderer must have access to qualified appraisal personnel in all counties in the country. It is particularly crucial that the capacity is good in Rogaland, Trøndelag and in Innlandet counties, as most of the plants to be appraised are located in these areas.

The contracting authority has decided to cancel the contest. The legal justification for the cancellation is given in the Public Procurement Regulations
§ 25-4 (1) which allows the contracting authority to cancel the tender contest with immediate effect if there is 'justifiable cause'. The justifiable cause for cancellation is that the tender documentation contains requirements that the contracting authority consider illegal and anti-competitive. Note that requirements were made that appraisal assignments could not be carried out by the same company that previously provided appraisal report.
The contracting authority will carry out a new tender contest for this contract shortly.
