NAV Tiltak Oslo, hereafter called the contracting authority, invites tenderers to participate in a contest for the procurement of follow-up: Competence dissemination and network building - Oslo. The procurement is subject to the Public Procurement Act, dated 17 June 2016 no. 73 (PPA) and the Public Procurement Regulations dated 12 August 2016, no. 974 (PPR) with any later amendments. This procurement is subject to the Public Procurement Regulation Part I and IV. This procurement follows the procedures for procurements in accordance with the regulations´ part IV. The contracting authority reserves the right to clarify and negotiate with the tenderers to the degree that the contracting authority finds it appropriate. The contracting authority is planning to hold negotiations in this competition.
If negotiations are held on the parts of the tenders that are of importance for how the tender scores on the award criteria, tenderers will be selected after an assessment based on the award criteria.

NAV Tiltak Oslo would like to procure the labour market programme 'follow-up: competence dissemination and network building' for persons who have a lot of competence and a need for more comprehensive follow-up support than what the Norwegian Labour and Welfare Organisation can provide.

Follow-up: Competence dissemination and network building is a group based follow-up measure that will give job seekers with a lot of competence assistance in finding work through active network building and marketing of competence to relevant employers. The participants must get individually adapted follow-up and guidance in finding work, career choices, and change. The course must be organised as a company and it must give participants relevant experience with forms of work that they can meet in a real work situation. A central part of the course will be market and network work aimed at relevant employers and jobs.

Follow-up is to provide assistance with the aim of participants obtaining and/or keeping paid work. The aim is that participants shall, to the greatest possible degree, be self-sufficient with a permanent connection to working life.
